About The Position

This is a grant-funded position within the City of Yuma Community Development Department – Neighborhood Services Division, expected to last for the next four years. The role involves performing construction project management and inspection, assessing residential properties, and preparing construction plans, drawings, specifications, and cost estimates for the City of Yuma's housing programs. The ideal candidate will be technically skilled, driven, and organized, aiming to make a significant impact through housing rehabilitation and community service. The position operates under basic supervision.

Requirements

  • High School Diploma or GED equivalent
  • Three years of residential construction experience
  • A valid Arizona State Driver’s License

  • Knowledge of methods and techniques of inspecting buildings, structures, and facilities for technical compliance

  • Skill in interpreting CDBG and HOME documents and program regulations
  • Skill in inspecting homes to determine the extent and feasibility of rehabilitation
  • Skill in inspecting construction work in progress to verify compliance with contract specifications
  • Skill in dealing tactfully and courteously with the public, evaluating situations, and following City procedures
  • Skill in operating a personal computer utilizing drafting (AutoCad), word processing, spreadsheet, and other proprietary software
  • International Code Council (ICC) Residential Building Inspector certification required within one year of employment

Responsibilities

  • Assesses homes of qualified homeowners to identify violations of the City’s current Property Maintenance Code and identifies and prioritizes repair needs.
  • Prepares construction drawings, cost estimates, and project work specifications.
  • Prepares requests for proposals, reviews proposals, and selects qualified contractors to perform specified work.
  • Identifies home repairs eligible for correction under HUD Community Development Block Grant (CDBG), HOME Investment Partnership Act (HOME), Lead Hazard Reduction (LHR), and Healthy Homes (HH) programs.
  • Monitors and inspects residential construction projects to ensure compliance with contract documents and completion in a safe and timely manner.
  • Coordinates with eligible participants and contractors to ensure projects are completed per HUD regulations and Neighborhood Services Policies and Procedures.
  • Performs inspection of rental properties to enforce compliance with the City’s current Property Maintenance Code.
  • Interacts with property owners and tenants, prepares inspection reports identifying needed repairs, and inspects repairs after completion.
  • Assists program participants with questions, problems, and concerns, and responds within the scope of authority.
  • Ensures effective communication of project status, goals, and objectives.
  • Assists grant subrecipients with the management of construction projects.
  • Supports the relationship between the City of Yuma and the general public by demonstrating courteous and cooperative behavior.
  • Promotes City goals, priorities, vision, values, and the "Yuma Way".
  • Complies with all City policies and procedures.
  • Maintains absolute confidentiality of work-related issues and City information.
  • Performs other duties as required or assigned.
