About The Position

This is a full-time FLSA-exempt position under the general supervision of the Director of Housing and Citizen Services. The Housing Redevelopment Program Manager will lead strategic initiatives to eliminate blight, stabilize neighborhoods, and catalyze reinvestment using sophisticated public sector and private sector financing tools. This role requires deep expertise in complex capital stacks, public financing mechanisms, HUD programs, and real estate development. The Housing Redevelopment Program Manager will work collaboratively with internal departments, external stakeholders, Housing and Urban Development, general contractors, developers, lenders, and community partners to structure viable projects that advance long term community development goals. Success in this position requires a highly motivated, strategic problem-solver who is proactive, resourceful, and able to self-educate in response to evolving program needs. This position is grant funded and will end upon the closure of the grant funding. This grant-funded, term-limited position is currently funded for approximately one (1) year with the potential of extending for an additional two (2) years, subject to receipt of additional funding. Requirements

  • Bachelor’s degree required
  • Five (5) years of progressively responsible experience in community development, redevelopment finance, or real estate project management
  • A valid driver’s license at the time of application, and a valid Colorado driver’s license within 30 days of employment
  • License restrictions that may hinder your ability to drive on City business, such as an interlock, will be cause for disqualification.
  • During the course of employment, a valid license must be maintained, and the employee must notify the City immediately upon changes to the status of their license.
  • Ability to Operate with significant independence and sound judgment
  • Demonstrate extensive experience navigating multi layered financing structures and coordinating multiple funding sources and governing bodies
  • Demonstrate high-level leadership skills and provide substantial direction to staff across departments
  • Demonstrate expertise with financing tools such as Private Activity Bonds (PAB’s), TIF, CDBG, HOME, Section 108, and related HUD programs
  • Interpret federal regulations, including HUD rules, OMB guidance, and environmental requirements
  • Ability to lead through influence, build partnerships, and collaborate effectively
  • Ability to effectively communicate with diverse groups, orally, and in writing
  • Ability to perform all the job duties in a safe manner
  • Knowledge of Designing and building a multi-million-dollar program from the ground up while ensuring compliance across all regulatory frameworks
  • Strong knowledge of real estate finance, pro forma analysis, underwriting, and capital stack structuring
  • Strong knowledge of municipal and governmental policies and procedures
  • Excellent analytical, organizational, and communication skills
  • Must be legally eligible to be employed in the United States.
  • Must be able to demonstrate the ability to meet the physical demands of the job including the ability to retrieve information from various locations and sources when needed.
  • The position requires a great deal of interpersonal communication with City employees, the public, and outside agencies.
  • All required licenses and certifications must be maintained throughout the term of employment.
  • Failure to obtain or maintain licenses and certifications may result in demotion or termination.
  • Classifications that access and maintain criminal justice information may also be required, as a condition of employment, to not have been convicted of and/or have pending charges of a felony or misdemeanor crime that would deny or otherwise restrict access to criminal justice information.

Nice To Haves

  • Experience with land banking, site readiness strategies, brownfields, and housing rehabilitation/development
  • Familiarity with LIHTC, Federal funding, Proposition 123, or other development incentives
  • Financial modeling, grant writing, or data analysis experience
  • Experience within local government or development organizations preferred
  • Ten (10) years of progressively responsible experience in community development, redevelopment finance, or real estate project management
  • Master’s degree in Public Administration, Urban Planning, Finance, Real Estate, or related field preferred.

Responsibilities

  • Leads the design, implementation, and management of programs aimed at preventing, mitigating, and removing blight
  • Structures complex real estate finance deals involving tools such as Private Activity Bonds (PAB’s),Tax Increment Financing (TIF), tax exempt bond financing, Community development Block Grant (CDBG), HOME, CDBG Section 108 Secured loans, and other HUD funded programs
  • Acquires abandoned and blighted properties through all legal mechanisms available to local municipalities, including eminent domain and condemnation proceedings
  • Builds and analyzes capital stacks to support redevelopment, ensuring federal compliance, strong underwriting, and project feasibility
  • Develops incentive programs that attract private investment into distressed or underutilized areas
  • Prepares and/or oversees HUD applications, regulatory submissions, environmental reviews, and compliance documentation
  • Conducts regular site visits to assess property conditions, monitors project progress, evaluates compliance, and provides technical direction to staff and partners
  • Collaborates with economic development, planning, housing, legal, and finance teams to ensure coordinated program implementation
  • Reviews project proposals, performs financial modeling, evaluates risk, and determines viability
  • Manages procurement, contract oversight, project performance tracking, and reporting
  • Identifies and secures additional funding sources to leverage redevelopment investments
  • Presents program outcomes, performance metrics, and status updates to leadership, boards, and the public
  • Guides and assigns tasks, directs technical work, and leads both in-office and field-based activities to ensure program milestones are met
