About The Position

Southlake Health is embarking on a multi-phased strategic planning initiative to redevelop and transform Southlake into a Distributed Health Network to continue to deliver leading-edge care closer to home. The Director Redevelopment will lead this landmark transformation project from functional programming to final occupancy for the communities we serve. The Director Redevelopment is a leadership position accountable for all stages of planning and implementation related to the development of new facilities and, in partnership with the Director of Capital Development, the renovations to existing facilities within the parameters of Southlake’s Master Plan and will lead a project team comprised of consultants, advisors, directors, project managers, planners, clinicians, and other staff. The Director Redevelopment will report to the Vice President, Facilities and Infrastructure, Chief Redevelopment Officer and be accountable to the Redevelopment Steering Committee on all matters relating to the project. In partnership with the Chief Operating Officer and Director Clinical Services Design, the Director Redevelopment will ensure engagement with internal and external stakeholders, including the Southlake leadership, the Ministry of Health (MoH), Ontario Health (OH), Southlake Foundation, Ministry of Infrastructure (MoI) and Infrastructure Ontario, as well as regional, municipal and community organizations. The Director, Redevelopment will also represent Southlake with consultants, advisors, proponents, and contractors.

Requirements

  • Bachelor’s degree in a field related to business, project management, architecture and/or engineering.
  • Minimum 7 years’ experience as a Project Director (or equivalent) involved with the planning, design, procurement, and implementation of complex, large-scale healthcare capital redevelopments, including using Alternative Financing and Procurement (AFP) delivery models.
  • Knowledge of current market trends in health care construction and AFP delivery and their impact on the project.
  • Understanding of legal and financial issues associated with contract development and finalization.
  • Demonstrated change management skills, including conducting systems, business and financial risk assessments, and communicating change to key stakeholders.
  • Responsiveness to the needs of stakeholders supported by an acute awareness of the impact of action.
  • Critical-thinking and problem-solving skills.
  • Ability to define, direct, and implement complex projects and strategically identify, monitor, mitigate, and manage risk.
  • Ability to define and guide individuals and groups towards a vision while maintaining group cohesiveness, motivation, commitment, and effectiveness.

Responsibilities

  • Provide strategic leadership for the planning, design, development, procurement and implementation of Southlake’s redevelopment project
  • Lead and collaborate with a multidisciplinary team, including Directors, Senior Project Managers, Project Managers, and support staff, ensuring cohesive execution of project objectives.
  • Ensure that the project contributes to the achievement of Southlake’s vision and goals, and is delivered within scope, on time and on budget.
  • Ensure that an appropriate project management plan and schedule is developed and implemented, including identification of the key resources needed for each phase of the project to ensure timely delivery of required outcomes.
  • Collaborate with Southlake leadership to ensure that the project deliverables, including infrastructure solutions, support Southlake’s clinical and operational goals while meeting the requirements of key stakeholders, including MoH, OH, MoI, Infrastructure Ontario, and other key stakeholders.
  • Report on project progress/status and proactively manage project risks and issues.
  • Manage, monitor, and report on the project budget using appropriate financial management tools.
  • Oversee compliance with applicable legal and regulatory requirements relevant to the Project, including those pertaining to procurement, design, construction, accreditation, environmental, and occupational health and safety matters.
  • Support patient and family-centered care and help drive innovation and future-oriented solutions.
  • Ensure robust stakeholder and change management plans are established and implemented.
  • Successfully complete all documentation and submittals required through the MoH Capital Planning Process.
  • Planning, Design, Procurement, and implementation of the Redevelopment project.
  • Ensure facilities are ready for operational use upon completion.
  • Ensure accurate and complete documentation for each stage of the project from inception through construction to final occupancy.
  • Ensure appropriate time, quality, and cost monitoring systems/measurements and reporting criteria are developed and implemented.
  • Maintain a robust document management system.
  • Collaborate with project team members to develop and evaluate procurement documents.
  • Ensure compliance with Southlake Policies and Procedures and the Broader Public Sector Procurement Directive.
  • Select, organize, and manage the performance of project personnel.
  • Develop and be accountable for the effective and efficient utilization of approved project budgets.
  • Negotiate contractual terms with consultants, advisors, contractors, vendors, and service providers and direct and oversee work as appropriate in partnership with the Director of Capital Development
  • Provide guidance, expertise, and support to project team members throughout the project lifecycle.
  • Build effective relationships with Southlake Leadership and key external stakeholders, including MoH, OH, MoI and Infrastructure Ontario.
  • Communicate status/results to Southlake Leadership, key stakeholders, committees, and working groups, and make recommendations to project stakeholders.
  • Liaise with Southlake staff, consultants, advisors, and representatives from MoH, OH, Infrastructure Ontario, Municipalities, and other health care entities as well as other government, municipal and community organizations and regulatory bodies (as appropriate).
  • Work with the Southlake Health Foundation to support donor opportunities, briefings, tours, etc., and with Public Affairs for communication to staff and external entities.
