About The Position

Commitment to Citizen Service Service encompasses all aspects of the Pokagon Band of Potawatomi Indian’s governmental operations. To this end, all employees have an obligation to identify and report any service problems, issues, or concerns and through designated channels, initiate, recommend, and actively participate in solutions. Position Summary: Manage the efficient workflow and operations of office and administrative services to ensure the smooth running of the Housing & Community Development Office. Supervise Administrative Assistant and Housing Specialists. Ensure Administrative Compliance with all grant requirements within the department. Develop and present office procedures and new program ideas to Director for recommendation and approval. Ensure efficient and fair delivery of Housing Program Services to citizens.

Requirements

Bachelor's degree in business administration, Housing/Real estate Management, Public Administration or related field is required. Degree must be from an accredited institution whose program of study has been recognized by the Council for Higher Education Accreditation or the United States Department of Education. A combination of four (4) years of relevant experience and/or education in addition to the position requirements may be considered in lieu of degree.
Four (4) years of experience in program administration, operations, or compliance within a human service environment (housing, social service, health, education, financial setting) is required.
One (1) year’s supervisory experience or completion of a leadership course is required.
Proficiency with MS Office Applications required.
Excellent communication and interpersonal skills, and positive delivery of service to both internal and external required.
Ability to speak effectively before groups and to the public.

Nice To Haves

Experience working with Native American communities preferred.
Experience with HUD/NAHASDA, Davis-Bacon Act compliance and grants administration is preferred.
Experience with contractor coordination, project tracking, client intake, eligibility determination, and case management is preferred.

Responsibilities

Provide the overall direction, coordination, evaluation, coaching, and development of staff. This includes assisting with interviewing, hiring, orienting, and training employees Planning, assigning, and directing work; providing timely feedback, appraising performance, and providing professional development opportunities; and rewarding and disciplining employees.
Proactively address and resolve staff concerns and explore and implement methods and procedures for improving departmental workflow and service to Tribal Citizens.
Manage the efficient workflow and operations of office and administrative services of the programs team to ensure adherence to quality standards, deadlines, and proper procedures.
Implement office procedures to ensure filing/archiving systems are robust, construction project files are accurate and timely, and ordering of inventory for office supplies, repair supplies and construction supplies are managed effectively.
Assist with establishing, developing, and implementing departmental goals, new initiatives, objectives, policies, and operating procedures in alignment with the Pokagon Band’s Vision, Mission, Expected Outcomes and Strategic Initiatives.
Assist with development of program budgets and ensure compliance with stated goals, guidelines, and objectives.
Communicate and report delivery of services and grant management activities to Director.
Complete accurate weekly and monthly reports for programs team.
Plan for space allocation for equipment and supplies; track and ensure return of loaner equipment and supplies.
Input and maintain data in the Housing Department Management software and files.
Assists with management of the housing repair and rehab program, verify qualifications, arrange inspections of property, and follow-up with contractors to ensure projects are on track.
Train and instruct employees in job duties, work procedures, and department policies and programs.
Provide information on department programs to citizens and in the community to increase awareness of programs and to search out funds from various resources for programs.
Maintain accuracy and relevancy of department web pages, brochures, marketing, and other material working with Planning Manager, Rental Manager, Director, and Communications and Information Technology departments.
Audit and ensure all vehicle logs, keys, and other sensitive items are properly documented and accounted for.
Ensure appropriate staffing for both the front reception function and administrative support for new projects.
Coordinate cleanliness, orderliness, and safety of working environment.
Work collaboratively with Department teams (both in the Department and other Departments) to ensure services are provided and the highest levels of service are maintained.
Perform other related functions as assigned.
