About The Position

The City of Pittsburg's Housing Authority seeks a dynamic and experienced professional for the position of Housing Manager. This role exercises management responsibility and administrative and technical controls for the Housing Choice Voucher program. The incumbent is responsible for planning, organizing, and directing the work performed by Housing Authority staff, ensuring all operations and programs function efficiently and effectively in accordance with federal, state, and local regulations. The position represents the division to the Board, outside agencies, developers, and other municipalities, and collaborates with the Department Director to develop policies and procedures. The City's commitment to creating sustainable housing programs is a key aspect of this role, which will play a pivotal part in the planning, development, and execution of the City's housing initiatives.

Requirements

  • Possession of the equivalent of a bachelor’s degree from an accredited college or university with major coursework in business administration, public administration, social science, or another field of study applicable to the responsibilities and requirements of this job class.
  • Five (5) years of progressively responsible experience in public housing operations, including two years of administrative and management responsibility.
  • Possession at the time of hire and continued maintenance of a valid Class C California driver’s license is required.
  • Ability to obtain the following certifications from the US Department of Housing and Urban Development (HUD) within twelve (12) months of employment: Housing Quality Standards & NSPIRE Inspection Training, Housing Choice Voucher Executive Training, Housing Choice Voucher Specialist Training, Housing Choice Voucher Financial Reporting to HUD, Housing Choice Voucher VMS Reporting.
  • Demonstrated knowledge of federal, state, and local housing programs and working knowledge of operational rules and standards.
  • Demonstrate commitment to constant improvement, monitoring workflow to assure maximum productivity while making sound decisions.
  • Possess exceptional management and organizational abilities to adhere to time sensitive situations and meet deadlines for self and team.
  • Successful track record of managing program budgets that include HUD funds while ensuring fiscal responsibility and accountability.
  • Outstanding verbal/written communication and customer service skills that include the ability to explain housing information to a diverse population with various levels of understanding; maintain good working relationships with HUD, Commissioners, and others.
  • Great interpersonal skills that include high degree of integrity, tact, and respect for others.
  • A lifelong learner who stays informed about housing policies, regulations, and industry trends.
  • Leadership experience that will assist in supervising, motivating, training, and evaluating staff.
  • Problem solver who will manage challenges proactively and can make complex and sensitive decisions regarding personnel and program actions.
  • Familiarity with housing software systems including Yardi; knowledge and experience with Microsoft Office Suite tools (Word, Excel, and PowerPoint).

Responsibilities

  • Develop and implement goals, objectives, policies and procedures, activities, operations and services of the Housing Authority Division.
  • Plan, organize, direct, coordinate activities, projects, programs, monitor workflow; review and evaluate work products, methods, and procedures.
  • Prepare the Housing division budget; assist in budget implementation; participate in the forecast of additional funds needed for staffing, equipment, materials and supplies; administer the approved budget.
  • Recommend the appointment of personnel; provide or coordinate staff training; conduct performance evaluations; implement discipline procedures as required; maintain discipline and high standards necessary for the efficient and professional operation of the department.
  • Represent the division and department to outside agencies and organizations; participate in outside community and professional groups and committees; provide technical assistance as necessary.
  • Research and prepare technical and administrative reports; prepare written correspondence including the preparation of comprehensive written statistical reports to monitor and increase efficiency and effectiveness in preparation for HUD reporting and annual audits, conduct Quality Control in compliance with SEMAP and/or other HUD requirements and request and initiate applications for Notifications of Funding Availability.
  • Responds to and resolves difficult, sensitive, and complex complaints from participants, applicants, landlords, property managers, and other parties.
  • Establish positive working relationships with representatives of community organizations, state/local agencies and associations, Housing Commission, City management and staff, and the public.
  • Represent the City with dignity, integrity, and the spirit of cooperation in all relations with staff and the public including attending and participating in professional group meetings.
  • Make presentations to the City Council, Commission, and community groups; prepare and present staff reports and information on housing.
  • Foster an environment that embraces integrity, service, inclusion and collaboration; participate as a cooperative and positive member of the team.
  • Be an integral team player, which involves flexibility, cooperation, and communication.
  • Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.
  • Perform other duties as assigned.
