About The Position

The Housing Manager provides operational oversight of Daybreak's Housing Programs through supervision of Care Specialists (CS), coordination of housing services, and support of daily program operations. Working collaboratively with the Housing Administrator, Care Coordinators, Clinical Team, and Housing Director, this position ensures consistent, youth-centered services that promote housing stability, independent living, and positive outcomes for youth and young adults (YYAs).

Requirements

  • Minimum of a Bachelor's degree in social work required.
  • A minimum of five (5) years of working experience in youth services, housing services, behavioral health services, case management, program coordination, or a related human services field required
  • A minimum of two (2) years of supervisory experience managing others required
  • LSW required

Nice To Haves

  • Experience working with youth and young adults experiencing homelessness or housing instability preferred.
  • LISW preferred

Responsibilities

  • Directly supervise Care Specialists (CS), providing coaching, guidance, support, and performance management.
  • Conduct regular supervision and evaluations; support onboarding, orientation, and training.
  • Review and approve schedules, timecards, leave requests, and personnel documentation.
  • Ensure staff maintain required certifications, training, and professional development requirements.
  • Participate in corrective action and performance improvement processes in collaboration with Human Resources and the Housing Director.
  • Promote consistent implementation of housing policies, procedures, and program expectations.
  • Foster staff development through mentoring, coaching, and ongoing feedback.
  • Oversee the day-to-day operations of Daybreak Housing Programs.
  • Coordinate CS staffing schedules to ensure appropriate residential coverage and support.
  • Serve as the primary point of contact for shift coverage concerns, call-offs, and staffing adjustments.
  • Monitor residential operations to ensure safe, supportive, and youth-centered environments.
  • Identify operational concerns and collaborate with leadership to develop solutions.
  • Support implementation of program initiatives, quality improvement efforts, and operational changes.
  • Assist with the development, implementation, and revision of housing policies, procedures, handbooks, and program materials.
  • Coordinate communication between the Housing Administrator, Care Coordinators, CS staff, Clinical Team, and Housing Director to ensure continuity of care and effective service delivery.
  • Facilitate YYA transitions into, between, and out of housing programs.
  • Support coordination of housing placements and transitions by ensuring effective communication between Care Coordinators and housing operations staff.
  • Collaborate with Care Coordinators to identify barriers to housing stability and develop strategies that support successful outcomes for YYAs.
  • Monitor referrals, admissions, housing placements, program transfers, and exits in collaboration with the Housing Administrator.
  • Participate in case reviews, housing huddles, multidisciplinary team meetings, and staffing discussions to support coordinated service delivery.
  • Support CS staff in responding to YYA concerns, crises, conflicts, and behavioral issues.
  • Promote the use of trauma-informed care, de-escalation strategies, motivational interviewing, and positive youth development approaches.
  • Ensure YYAs understand program expectations, available supports, and opportunities for growth and independence.
  • Coordinate and support life skills programming related to independent living, budgeting, household management, employment readiness, community integration, and personal development.
  • Partner with Care Coordinators to ensure YYAs receive consistent support and follow-up related to housing stability, independent living goals, and program engagement.
  • Reinforce accountability through coaching, education, relationship-building, and natural consequences rather than punitive approaches.
  • Monitor CS documentation for quality, accuracy, timeliness, and compliance.
  • Support compliance with CARF, HUD, RHY, OHFA, OMHAS, and other applicable regulations, standards, and funding requirements.
  • Review incidents and ensure appropriate follow-up, communication, and documentation.
  • Identify trends, barriers, and operational concerns impacting program performance and outcomes.
  • Assist with audits, accreditation reviews, monitoring visits, and quality improvement activities.
  • Ensure program practices align with Housing First for Youth principles and Daybreak's mission, values, and service philosophy.
  • Oversee the Daybreak Dollar Pantry and Medford Community Pantry, ensuring organization, compliance, and accessibility for YYAs.
  • Manage incentive programs, including the Daybreak Dollar Passport Program, and maintain inventory of incentive items and engagement resources.
  • Coordinate program supplies and YYA engagement resources.
  • Support development of activities and opportunities that promote skill-building, engagement, and community connection.
  • Promote Housing First for Youth principles in all aspects of service delivery.
  • Support a low-barrier, harm reduction approach that prioritizes safety, dignity, autonomy, and choice.
  • Foster an environment that empowers YYAs to achieve self-sufficiency, independence, and long-term housing stability.
  • Ensure services remain youth-centered, strengths-based, and responsive to the unique needs of each YYA.
