About The Position

The City of Steamboat Springs is hiring a Housing & Long-Range Planning Manager to lead, manage, and perform expert-level professional planning work. This role involves providing competent advice to city policymakers, leadership, and the general public, as well as managing complex projects. The position is responsible for advanced and complex administrative, technical, and professional work in current and long-range planning programs, focusing on land use policies, urban design, zoning, development standards, and review processes. This role is designed for experienced planning professionals with a substantial background in managing planning, regulatory, and/or development projects in the public sector. Requirements

  • Graduation from an accredited four-year college or university with a degree in land-use planning, urban planning, or a closely related field.
  • Seven (7) years professional experience in public sector planning or private planning consulting involving public process.
  • AICP required.
  • Advanced ability to communicate effectively orally and in writing with architects, contractors, developers, owners, supervisors, employees, regulatory and policy making bodies and the general public.
  • Ability to establish effective working relationships is critical.
  • Thorough knowledge of zoning laws and comprehensive plans including their formation, process of adoption, and enforcement.
  • Extensive knowledge of planning programs and processes.
  • Working knowledge of Personal Computers and GIS applications.
  • Working knowledge of the principles of land use and real estate development including entitlements, phasing, design, construction, environmental issues, redevelopment and historic preservation.
  • Skill in the operation of the listed tools and equipment.
  • Basic knowledge of principles of surveying, building construction, hydrology and hydraulics.
  • Must have a Valid State Driver's License, or ability to obtain one.

  • Familiarity with Microsoft Office Suite, the Adobe Creative Suite and Sketch-Up desirable.

Responsibilities

  • Manages the Housing and Long-Range Planning function of the Department.
  • Directs the development, implementation, and evaluation of complex plans, policies, programs, and codes related to growth management, land use, economic development, utilities, housing, transportation, and facilities.
  • Leads partnerships and coordinated investments in the development of affordable and attainable housing, including management of dedicated funds.
  • Gathers, interprets, and prepares data for studies, reports, and recommendations.
  • Coordinates department activities with other departments and agencies.
  • Designs and facilitates public communication, involvement, and engagement processes.
  • Proposes recommendations for regulatory and policy changes to support affordable and workforce housing projects and programs.
  • Leads and supports the evaluation of city investments in affordable and workforce housing projects and programs.
  • Develops and implements accountability, monitoring, and transparency tools for city investments in housing.
  • Assists other departments with housing fund management, including financial management, compliance, investment selection, policy and program development, reporting, and employee housing programs.
  • Monitors adopted plans to promote implementation and continued relevance.
  • Monitors planning and housing activities of neighboring jurisdictions and community partners; coordinates work with other affected agencies.
  • Provides technical and professional advice and makes presentations to City management, City Council, boards, commissions, civic groups, and the public.
  • Prepares studies, reports, and related information for decision-making purposes.
  • Conducts technical research studies and prepares statistical reports and recommendations for legislation and long-range comprehensive plans.
  • Prepares planning reports and supporting data, including recommendations for long-range planning proposals.
  • Prepares and presents policy recommendations for City management and elected officials.
  • Drafts Community Development Code amendments, including reorganization, process revisions, zoning, development and design standards.
  • Coordinates and manages long-range planning consultant contracts.
  • Serves as an ambassador of the City of Steamboat Springs and upholds City values.
  • Assists the Director with departmental administration, including work program establishment, resource allocation, and priority setting.
  • Reviews staff work, existing policies, and operating procedures for effectiveness and develops new programmatic approaches.
  • Responds to public inquiries about local planning and zoning regulations and ordinances, providing excellent customer service.
  • Serves on work groups, steering committees, or technical advisory teams when assigned.
  • Prepares graphics and maps for reports, plans, grant applications, publications, or meetings.
  • Provides staff support to boards and commissions as needed and assigned.
  • Collects, maintains, and analyzes data for planning purposes.
  • Directs city staff in the enforcement of local ordinances and interpretation of city codes and master plans.
  • Participates in designs for parks, streetscapes, landscapes, and other municipal projects.
  • Serves as a member of various staff committees as assigned.
  • Attends professional development workshops and conferences.
  • Assists in any activities necessary to facilitate the timely completion of department responsibilities.
