About The Position

The City of Steamboat Springs is hiring a Housing & Long-Range Planning Manager to join their team. This position leads, manages, and performs expert-level professional planning work, provides competent advice to city policymakers, leadership, and the general public, and manages complex projects. The role involves advanced and complex administrative, technical, and professional work in current and long-range planning programs related to land use policies, urban design, zoning, development standards, development review, and permitting processes. This position is suited for experienced planning professionals with extensive backgrounds in managing planning, regulatory, and/or development projects in the public sector.

Requirements

Graduation from an accredited four-year college or university with a degree in land-use planning, urban planning, or a closely related field.
Seven (7) years professional experience in public sector planning or private planning consulting involving public process; or Any equivalent combination of education and experience.
AICP required.
Training in the National Flood Insurance Program (NFIP) with a possession of a Certified Floodplain Manager (CFM) certificate, or will obtain and maintain such a Certificate within (6) months of beginning employment.
Advanced ability to communicate effectively orally and in writing with architects, contractors, developers, owners, supervisors, employees, regulatory and policy making bodies and the general public.
Ability to establish effective working relationships is critical.
Thorough knowledge of zoning laws and comprehensive plans including their formation, process of adoption, and enforcement.
Extensive knowledge of planning programs and processes.
Working knowledge of Personal Computers and GIS applications.
Working knowledge of the principles of land use and real estate development including entitlements, phasing, design, construction, environmental issues, redevelopment and historic preservation.
Skill in the operation of the listed tools and equipment.
Basic knowledge of principles of surveying, building construction, hydrology and hydraulics.
Must have a Valid State Driver's License, or ability to obtain one.

Nice To Haves

Masters Degree preferred.
Previous experience and/or training involving floodplain management is preferred but not required.
Familiarity with Microsoft Office Suite, the Adobe Creative Suite and Sketch-Up desirable.

Responsibilities

Manages the Development Review function of the Department, directing and providing oversight of all development review activities, including pre-submittal actions, application processes, technical reviews, approval and public hearing processes, and post-approval actions. May be directly responsible for complex, high profile projects.
Serves as the Floodplain Manager and is the principal community administrator in the daily implementation of the City’s flood loss reduction activities, including enforcing flood damage prevention standards, updating flood maps, plans, and policies, and administering the National Flood Insurance Program (NFIP) and the Community Rating System (CRS).
Manages the Housing and Long-Range Planning function of the Department, directing the development, implementation, and evaluation of complex plans, policies, programs, and codes related to growth management, land use, economic development, utilities, housing, transportation, facilities, or other topics to meet the City's needs and any inter-governmental agreements or requirements.
Leads partnerships and coordinated investments in the development of affordable and attainable housing, including management of funds dedicated to increasing and preserving affordable housing or otherwise meeting housing needs in the community.
Serves as an ambassador of the City of Steamboat Springs and upholds City values of Service, Teamwork, Integrity, Well-Being, Respect and Compassion, while espousing safety at all times.
Assists Director with departmental administration including establishment of work program, allocation of resources and setting of priorities. Reviews staff work, existing policies and operating procedures for overall effectiveness and developing new programmatic approaches.
Responds to public inquiries about local planning and zoning regulations and ordinances; providing excellent customer service.
Serves when assigned as a member of work groups, steering committees or technical advisory teams.
Prepares graphics and maps for a variety of reports, plans, grant applications, publications or meetings.
Provides staff support to boards and commissions as needed and assigned.
Collects, maintains and analyzes data for planning purposes. Directs city staff in the enforcement of local ordinances and in interpreting city codes and master plans.
Participates in designs for parks, streetscapes, landscapes and other municipal projects.
Serves as a member of various staff committees as assigned.
Attends professional development workshops and conferences to keep abreast of trends and developments in the field of municipal planning.
Assists in any activities necessary to facilitate the timely completion of department responsibilities.
