About The Position

The Housing Director is responsible for directing all aspects of Daybreak’s housing programs to ensure high-quality, youth-centered services grounded in Housing First for Youth and trauma-informed care principles. This role oversees program operations, staff performance, and cross-departmental coordination to support seamless transitions for youth into stable housing while maintaining full program utilization. The position ensures consistent implementation of low-barrier, harm-reduction practices; strong client engagement and documentation systems; and safe, compliant housing environments. Through effective supervision, policy implementation, and collaboration across the organization, the Director promotes stability, choice, and self-determination for young people experiencing homelessness.

Requirements

  • A minimum of a Bachelor's degree in human services, social work, business management, criminal justice, psychology, sociology or a related field from an accredited four-year college or university is required.
  • A minimum of eight (8) years of working experience in social services, non-profit management, budget management, or program development is required.
  • A minimum of three (3) years of supervisory experience managing and leading others required.

Nice To Haves

  • Master’s degree preferred.
  • experience focused on serving vulnerable or homeless population is preferred.
  • Two (2) years of experience working with youth and young adults, preferably those experiencing homelessness or housing instability preferred.
  • LSW or LISW preferred

Responsibilities

  • Oversee the management, coordination, and performance of all housing services to ensure high-quality, youth-centered support aligned with Housing First for Youth principles.
  • Ensure seamless transitions for youth from shelters or the streets into Daybreak’s housing program, maintaining 100% occupancy based on individual needs and progress.
  • Develop and maintain clear communication and supervision with housing staff to ensure: Effective dissemination of policies and procedures. A low-barrier, harm reduction approach to housing. Efficient client management and documentation systems. A youth-centered approach that prioritizes stability, choice, and self-determination.
  • Ensure all housing units meet safety, habitability, and compliance standards in partnership with the facilities and finance departments.
  • Oversee and develop contracts with reputable landlords to: Expand safe and youth-friendly housing opportunities, ensuring a variety of options for young people. Advocate for clients by resolving conflicts and protecting tenant rights. Maintain consistent and equitable requirements for both landlords and tenants to foster strong, supportive housing options for YYAs.
  • Collaborate with local housing agencies, HUD, Fair Housing offices, Ohio Financial Agency to: Ensure full compliance with housing regulations. Oversee the leasing process, subsidy distribution, and termination processes. Support Fair Housing Act compliance and tenant qualification
  • Ensure housing programs comply with all funder and regulatory requirements, achieving projected outcomes and successful audits.
  • Collaborate with the CCO to develop, implement, and monitor program budgets, ensuring financial efficiency.
  • Oversee subsidy management, rent payments, and financial assistance, ensuring YYAs receive appropriate and timely support.
  • Ensure proper documentation and reporting of program activities to meet compliance and auditing standards.
  • Participate in the CARF accreditation process, ensuring program quality and adherence to best practices.
  • Develop and implement systems to track program effectiveness, housing retention, and YYA outcomes using HMIS and other data tools.
  • Collaborate with the COO and CCO to analyze data and develop solutions that improve service provision.
  • Seek and integrate best practice models into Daybreak’s housing programs to ensure continuous quality improvement.
  • Assist the leadership team in writing applicable sections of grant applications to secure funding.
  • Prepare grant reports, analyze funding sources, and track program outcomes for management evaluation.
  • Monitor budgets and collaborate on the preparation of grant applications and reports by compiling data and narratives as needed.
