About The Position

Wake County is seeking a Housing Business Administration Director to provide executive-level leadership and oversight of business and administrative functions within the Housing Affordability and Community Revitalization (HACR) Department. This role is responsible for strengthening the fiscal, administrative, and operational infrastructure that supports affordable housing, homelessness services, and community development initiatives across Wake County. The Director provides strategic leadership for fiscal management, budget development, operational evaluation, business planning, RFP development and evaluation, contract management, position management, and business process improvement across multiple divisions. The Director oversees a complex annual budget exceeding $45 million, including operating funds, capital projects, and federal grant funds, ensuring fiscal accountability and compliance. This position integrates business process management and strategic operational planning to enhance departmental performance, improve service delivery, and support informed decision-making. The Director also provides high-level leadership to a multidisciplinary team, directly supervising key management positions. The Director fosters a culture of collaboration, accountability, and continuous improvement while promoting consistent fiscal practices and effective business operations.

Requirements

  • Bachelor's degree
  • Six years of experience in public administration, business administration, accounting, or budgeting
  • At least two years of supervisory experience
  • Valid Driver's License and "safe" driving record upon hire
  • Ability to communicate complex information effectively, verbally and in writing, in a manner suited to the needs of the audience
  • Excellent problem-solving, analytical, organizational, prioritization, and decision-making skills
  • Solid knowledge of public-sector fiscal management, including operating and capital budgets, accounting principles, and applicable County, State, and Federal policies and requirements
  • Demonstrated ability to lead, motivate, and develop staff and multidisciplinary teams
  • Ability to evaluate business processes and performance measures, identify opportunities for improvement, and implement actions to improve systems, processes, and service delivery
  • Ability to build effective working relationships and communicate with individuals at all levels of an organization with tact and diplomacy
  • Commitment to accountability, results, quality service delivery, and continuous improvement

Responsibilities
