About The Position

Guidehouse works with state and local housing agencies, public housing authorities, HUD, and other mission-driven clients to design, implement, and improve affordable housing programs. The Consultant supports client engagements focused on affordable rental housing finance, program design, policy implementation, and operational improvement.

Working as part of a project team, the Consultant contributes to high-impact client work across affordable housing finance, program implementation, transaction due diligence, regulatory research, analysis, stakeholder engagement, and preparation of client-ready deliverables. The role also involves managing assigned tasks, timelines, and deliverables in coordination with project leadership. The position is intended to support anticipated project needs, with hiring timelines determined by project requirements and start dates.

The role requires residence within 50 miles of a Guidehouse office, with a focus on the Sacramento, California, or Arlington, Virginia, offices. Travel may be required up to 25%.

Requirements

• Bachelor’s degree from an accredited college or university.
• At least one year of experience in affordable housing finance, real estate lending, underwriting, LIHTC development, housing finance agency programs, community development finance, or public-sector housing program administration, including experience evaluating affordable housing transactions and financial feasibility.
• Experience supporting affordable housing development, finance (such as underwriting, lending, or origination), or program implementation projects.
• Experience working with public-sector organizations, housing authorities, housing finance agencies, community development organizations, or affordable housing developers.
• Experience with project types including workforce, mixed-income, rehabilitation, and permanent supportive housing.
• Experience participating in one or more phases of affordable housing transactions, such as application review, underwriting, due diligence, entitlement, financing, closing, construction monitoring, or asset management.
• Experience developing and analyzing affordable housing development budgets, sources and uses statements, operating pro formas, cash flow projections, and debt sizing analyses.
• Experience analyzing, underwriting, developing, financing, or administering affordable housing developments using 4% and/or 9% LIHTCs.
• Understanding of QAPs, equity pricing, tax credit structuring, and affordable housing capital stacks.
• Familiarity with the affordable housing transaction development process, including entitlement, subsidy review, underwriting, due diligence, and closing.
• Working knowledge of HUD multifamily programs and relevant federal regulations.
• Advanced Excel skills, including financial modeling, scenario analysis, pivot tables, lookup functions, and sensitivity testing.
• Strong analytical and research skills with attention to detail.
• Clear and effective written and verbal communication skills.
• Ability to manage multiple priorities and meet deadlines in a consulting environment.
• Proficiency with Microsoft Word, Excel, and PowerPoint.
• Must reside within 50 miles of a Guidehouse office, with a focus on the Sacramento, California, or Arlington, Virginia, offices.

Responsibilities

• Support affordable housing finance and program implementation engagements for public-sector clients.
• Evaluate affordable housing development proposals, including 4% and 9% Low Income Housing Tax Credit projects.
• Develop and analyze project budgets, sources and uses, financial pro formas, and underwriting models.
• Conduct feasibility analyses, benefit-cost analyses, and subsidy layering reviews.
• Assist with transactions and project due diligence, including review of development, financing, and closing package deliverables, land use, and regulatory documentation.
• Support client use of HOME, CDBG, ARPA, and other public funding sources.
• Research and interpret HUD regulations, Qualified Allocation Plans, and program guidance.
• Develop memos, reports, tools, templates, Standard Operating Procedures, and presentations for internal and external stakeholders.
• Conduct quantitative and qualitative analysis and synthesize findings into clear, client-ready outputs.
• Support stakeholder engagement activities, including interviews, workshops, and coordination with partner agencies, development teams, legal teams, lending teams, and compliance teams.
• Manage assigned tasks, timelines, and deliverables in coordination with project leadership.
