About The Position

Manages caseworkers and support staff in the administration of the Housing Opportunities for Persons with HIV/AIDS (HOPWA) program. Administers all requirements for the City of Dallas inter-local agreement and the Texas Department of State Health Services grant contract by preparing appropriate budget and reporting documents. Coordinates the operation of housing services and monitors and evaluates casework for accuracy in eligibility decisions, documentation, and makes appropriate adjustments as necessary. Ensures HUD program requirements are adhered to and trains new caseworkers on program requirements, deliverables and goals.

Requirements

  • Education and experience equivalent to a Bachelor’s degree from an accredited college or university in Public Health, Business, or in a job related field of study.
  • Three (3) years of experience as a Case Manager or Case Worker or professional work related experience, including one (1) year of supervisory experience.
  • Skilled in the use of standard software applications.
  • Ability to effectively communicate, both verbally and in writing, and establish and maintain effective working relationships with employees, departments and the general public.
  • Requires knowledge of principles, practices, current developments and techniques related to epidemiology, public health and disease outbreak investigations.
  • Must possess a valid Texas Driver’s License, with a good driving record.
  • Ability to drive to various site locations.

Responsibilities

  • Oversees program including maintaining appropriate records on client eligibility income and rent calculations and service provision.
  • Advocates for needed services, transports clients as needed maintains collaborative working relationship with community resources attend and participates in coalition and other community resource meetings.
  • Provides programmatic information as needed to the City and State Auditors regarding HOPWA grant funds, tracks performance and outcome measures and compare to the targeted goals for the monthly reports required by city and state.
  • Works closely with the fiscal group to monitor expenditures and helps prepare budgets for two housing programs.
  • Tracks and maintains precise and accurate client information and outcomes and offers support to HOPWA case managers at various agencies, initiate actions that reach affected populations and permit better access to those in need of assistance.
