About The Position

The Director of Information Technology provides strategic and operational leadership for Texas Family Care Network's (TFCN) business applications, state systems, reporting solutions, integrations, and technology support. This position ensures that technology effectively supports TFCN’s contractual and regulatory obligations, business operations, staff productivity, data integrity, and service delivery. The Director serves as the primary technology leader and point of accountability for TFCN-specific technology, including the Electronic Health Record (EHR), Texas state applications, reporting solutions, system integrations, and related software platforms. The position has primary responsibility for the effective management of the EHR vendor relationship and contract, including system performance, utilization, enhancements, issue resolution, upgrades, and ongoing evaluation of technology effectiveness and cost efficiency. The Director serves as the face of IT for TFCN with state partners, vendors, and other external stakeholders and represents TFCN in applicable state technology and systems meetings. The position works closely with the Pressley Ridge Information Technology Department to leverage shared infrastructure, cybersecurity, technical expertise, and enterprise technology services.

Requirements

Requires a bachelor’s degree in information technology, information management systems, or related field.
Requires a valid driver’s license, safe driving record, and current auto insurance.
Requires three (3) years of progressively responsible experience supporting or managing business applications including implementations, requirements gathering, testing, workflow improvement, and vendor coordination.
Requires two (2) years of supervisory, team leadership, or significant project leadership experience.

Experience with electronic health records, case management, child welfare, state, or healthcare technology systems is preferred.

Responsibilities

Oversees reliable, responsive and effective support for the Electronic Health Record, Texas state applications, reporting solutions, integrations, and other TFCN-specific technology.
Establishes technology service priorities and ensure timely communication, escalation, and resolution of issues affecting TFCN operations, regulatory compliance, reporting, and service delivery.
Coordinates application administration, access, configuration, upgrades, testing, training, vendor support, and technology resources with TFCN and Pressley Ridge stakeholders.
Monitors system utilization, functionality, user adoption, and performance to ensure software and technology investments are being used effectively and efficiently; identify opportunities to improve workflows, optimize system utilization, and maximize the value of technology investments.
Maintains current procedures, user guides, system information, and support documentation to promote consistent service delivery.
Serves as the primary TFCN owner and relationship manager for the Electronic Health Record and other critical business application vendors, ensuring contractual commitments, service levels, system performance, and organizational expectations are met.
Manages the EHR contract and related vendor relationships, including renewals, pricing, service levels, issue escalation, enhancements, implementation commitments, and performance accountability.
Leads application implementations, upgrades, integrations, enhancements, testing, and validation while ensuring appropriate stakeholder engagement, change management, training, and operational readiness.
Partners with Finance, Procurement, Legal, Pressley Ridge IT, and TFCN leadership as appropriate to support effective technology procurement, contract management, budgeting, and vendor negotiations.
Partners with program, quality, operations, finance and technology leaders to define business requirements, reporting needs, workflow improvements, and system priorities.
Leads technology initiatives that improve data quality, system functionality, reporting accuracy, regulatory compliance, operational efficiency, and user experience.
Analyzes technology utilization, workflows, and system performance to identify opportunities for automation, standardization, process improvement, and improved return on technology investments.
Promotes effective technology adoption through standardized processes, training, change management, documentation, and ongoing user engagement.

Receive supervision from and actively communicate with supervisor on an ongoing basis throughout the week by phone, email, written message and when possible, in person regarding program matters.
Supervise staff directly or their supervisors depending upon the personnel's actions including action plans, hiring, terminations, recruitment, vacation and sick day requests.
Ensures that staffing is qualified and provides quality services within the department.
Establishes clear priorities, performance expectations, accountability, and professional development goals for assigned staff.
Provides strategic and operational leadership for TFCN's technology environment and serve as the primary technology advisor to TFCN leadership, communicating technology priorities, risks, system performance, project status, opportunities, and recommended actions.
Serves as the primary technology liaison and representative for TFCN with Texas state agencies, state technology partners, vendors, consultants, and other external stakeholders; participate in applicable state meetings, workgroups, and technology initiatives.
Serves as the primary technology advisor to TFCN leadership, communicating technology priorities, risk, system performance, project status, opportunities and recommended actions.
Builds effective partnerships with Pressley Ridge IT leadership and shared-service teams to ensure TFCN technology needs are appropriately prioritized and supported within the broader enterprise technology environment.
Maintains current knowledge of child welfare technology, Texas state systems, data practices, emerging technology, project management, and technology trends relevant to SSCC operations.
Ensures application access, data handling, documentation, and technology processes comply with organizational policies and applicable contractual, regulatory, privacy, and security requirements.
Identifies and proactively manage technology risks affecting TFCN operations, including application availability, data integrity, access management, vendor performance, system continuity, and regulatory compliance.
Partners with the Senior Director of IT & Security to address cybersecurity, infrastructure, privacy, access, business continuity, and information security risks and ensure appropriate escalation and remediation.
Supports audits, state reviews, compliance activities, incident response, corrective actions, required training, and continuity planning related to TFCN technology and systems.
