About The Position

Grey County's Housing division within the Community Services department is recruiting a permanent full-time Homelessness Response Supervisor. This job posting is for an existing vacancy. The Homelessness Response Supervisor is responsible for coordinating the Grey-Bruce By-Name List (BNL), Short Term Shelter Program, Homelessness Coordinated Access System and Homelessness Response Steering Committee. The Supervisor will be responsible for the delivery of the short-term emergency shelter program, including supervision of front line homelessness outreach staff, and relations with short-term housing providers. The position will support outreach, case management and housing referrals as part of a community homelessness system.

Requirements

  • Post-secondary education in applied health or social sciences with a focus on recovery-oriented and housing-focused supports.
  • At least three years of recent supervisory experience in transitional housing, or mental health and addictions services.
  • Practical understanding of mental illness and addictions.
  • Understanding of individual recovery and client-centered service delivery models
  • Understanding of harm-reduction, trauma-informed practice and Housing First philosophy.
  • Demonstrated assessment skills.
  • Demonstrated ability to manage conflicts, address program complaints and oversee appeals for eligibility.
  • Excellent communication, organizational and relationship skills.
  • Understanding of data collection, evaluation and tracking methods.
  • Strong team skills and ability to work well with community and professional groups is essential.
  • Ability to work under pressure.
  • Coaching and leadership skills to motivate a team working in a social service setting.
  • Must have a valid driver’s license and daily use of a personal vehicle.
  • An up-to-date Criminal Records Check, including a Vulnerable Sector screening is required prior to starting this position.

Responsibilities

  • Lead the in house Short Term Shelter Program and maintain relationships with private short-term shelter providers.
  • Communicate maintenance needs of the Short Term Shelter Program locations with maintenance division and assist with scheduling and communications
  • Ensure program eligibility meets the needs of the community, and develop eligibility criteria that addresses gaps and service restrictions
  • Lead the development of communication materials related to the Short-Term Shelter Program
  • Monitor and recommend improvements to the procedure for after-hours intake to ensure the processes meet community needs
  • Provide supervision and support to staff for Homelessness Outreach and the By-Names List.
  • Participate in the recruitment and selection of support and program staff, and provide orientation to new employees on the goals, objectives, and services of the program.
  • Supervise staff in a manner that motivates, guides, and directs employees to the realization of departmental goals and objectives. Maintain a work environment that promotes staff participation, and teamwork.
  • Guide staff to ensure effective intake assessments for individuals referred to the By-Name List.
  • Ensure staff are appropriately sorting and selecting By Names List individuals for transitional housing options
  • Provide supervision and support to Housing Case Coordinators including management and distribution of caseloads.
  • Chair and coordinate the Homelessness Response Steering Committee comprised of partner organizations involved in Housing and Homelessness.
  • Monitor and update progress through tools developed by Built for Zero Canada.
  • Develop and monitor an outcome-based evaluation plan.
  • Prepare monthly progress reports for various stakeholders and distribute an annual report card to the public.
  • Provide input into the development of multi-organizational policies and procedures for all areas of the Housing system, including common protocols for diversion, prevention, and safety.
  • Provide leadership and training to the community around Coordinated Access and common entry, and encourage participation from community organizations
  • Support the development of prioritization procedures and uniform referral processes.
  • Maintain skills and knowledge through appropriate training and development.
  • Responsible, as an employee, for occupational health and safety and emergency management.
  • Perform other duties as assigned.
  • Maintain confidentiality in accordance with the Municipal Freedom of Information and Protection of Privacy Act.
  • Support the Manager to ensure legal agreements are prepared, including service contracts and schedules, budget and service delivery approvals, other financial documents, and correspondence.
