About The Position

The Home to Hope Program Manager leads the design, development, and management of the City of Charlottesville’s Home to Hope Reentry Program, which supports residents returning from incarceration through peer navigation, individual case planning, and connections to housing, employment, treatment, and education. This is a two-year pilot grant-funded position supported by Opioid Settlement and/or Virginia Opioid Abatement Authority funding. The role may transition to a permanent position after the grant period, depending on budget availability and program outcomes. The Program Manager will move the program from case-by-case assistance to a structured, phased model that supports participants from crisis toward stability and self-sufficiency. The position oversees program design, daily operations, supportive-service systems, internal controls, evaluation, and data reporting, and supervises Peer Navigator I and Peer Navigator II. It also develops the program’s behavioral health, substance use disorder, opioid use disorder, and harm-reduction framework; coordinates grant compliance and fiscal oversight; and collaborates with City departments, community providers, and other partners. The role requires initiative, sound judgment, empathetic and collaborative leadership, and accountable administrative practices. The position is full-time and exempt. The hiring amount is not to exceed $80,000 annually. First review of applications begins December 1, 2026; the posting is continuous and may close after seven calendar days or when a reasonable number of applications or a suitable candidate has been identified.
