About The Position

As the HESS Manager, you will be responsible for ensuring compliance with applicable regulations including OSHA, DOT, USCG, EPA and Maritime Transportation Security Act (MTSA) requirements while promoting a strong culture of safety, risk management, and operational excellence. The HESS Manager develops and implements safety and security programs, oversees regulatory compliance, manages incident investigations, and ensures the organization maintains readiness for audits, inspections, and emergency response situations.

Requirements

Minimum 10 years of experience in safety and compliance leadership within terminal, petrochemical, or industrial operations.
Strong knowledge of OSHA, DOT, USCG, EPA and MTSA regulatory requirements.
Demonstrated experience developing safety management systems, conducting audits, and leading incident investigations.
Strong leadership, communication, and organizational skills.
TWIC card required or ability to obtain.
Valid U.S. driver’s license required.
Must pass all pre-employment testing including drug test, physical, and background check.
Availability (24/7) for emergency response as operational needs require, and adherence to the on-call schedule.

Nice To Haves

Bachelor’s degree in Occupational Safety, Industrial Hygiene, Environmental Science, Industrial Management, or related field preferred.
Professional certifications such as CSP, ASP, CHST, CIH, or CHMM preferred.

Responsibilities

Ensure employees are current in Health, Environmental, Safety and Security (HESS) topics.
Develop, distribute, review and revise safety and health policies and procedures to maintain compliance with state and federal requirements.
Keep regulatory documents/plans current and revise as needed to adapt to changes in operations.
Monitor operations in real-time to identify inefficiencies in safety and security and implement corrective actions.
Coordinate and help train the Emergency Response Team (ERT).
Recruit, train, and supervise staff, including security guards.
Conduct performance evaluations, provide feedback and coaching, and address employee issues or concerns as needed.
Maintain accurate records and documentation of safety procedures, incidents, and regulatory compliance activities.
Conduct regular safety inspections and audits, identify hazards, and implement safety measures to prevent accidents and injuries.
Help maintain a daily log of rail gate activities
Help develop and manage the HESS budget, including expenses for personnel, equipment, maintenance, and infrastructure improvements.
