About The Position

The NC Department of Health and Human Services (DHHS) is seeking a senior Business Analyst to support the business process and requirements analysis of the Division of Ageing Modernization Effort (DAAS). DAAS is seeking to upgrade their current case-based Adult Protective Services Register (APS-R) and Disinterested Public Agent Guardians (DPAG) systems. This senior Business Analyst role will work with the business and other stakeholders to support the business process analysis. The BA will use N.C. Department of Information Technology Business Analysis Team tools and templates to document requirements. The project will be utilizing the agile methodology.

Requirements

Extensive knowledge of business system analysis techniques and testing methodologies
Demonstrated experience in gathering business requirements and development of business rules and process flow.
Proven experience with business process design, definition and/or re-design.
Experience with Business Analysis methodologies and problem solving
Ability to utilize Microsoft Office Suite (MS Word, EXCEL, PowerPoint, Visio) Microsoft Project
Excellent communication skills (both verbal and written)
Demonstrable analytical skills and an attention to detail.
Excellent creative thinking and problem solving skills
Proactive, quality oriented, with demonstrated leadership and team building skills.
Knowledge Creating Context Diagram and Functional decomposition
Demonstrated experience with both waterfall and agile projects
Experience with Jira, SharePoint, Octane, ALM and other tools
Experience with software implementation projects and with Cloud technologies
Demonstrated experience participating in the documentation of functional requirements and technical specifications for existing and new applications
Gathering and documenting business and functional requirements suitable for procurement documentation
Strong writing and communication skills
Collaboration and relationship-building with their team members and clients
Results-oriented individual with a very strong work ethic and must be able to demonstrate excellent negotiation, communication and problem-solving skills

Extensive understanding of SharePoint end user experience, sites, libraries, lists and groups

Experience working for Federal, or State government is preferred
Experience with software implementation projects and with Cloud technologies

Experience in development of procurement related documents including RFP and evaluation criteria.

Comfortable working in an environment that is driving toward agile transformation while continuing to operate within a mature waterfall structure

Responsibilities

Develop a strong understanding of the functions, uses and requirements for expansion of the current APSR, DPAG, and Modernization Effort
Identifying and documenting current and state process workflows and data flow
Developing documents such as: Business objects inventory list Reports, email notifications and Forms List, Email Notifications/Letters Inventory List, User Stories, Permission Matrix, Wireframes
Additional development of documents may include but is not limited to entity relationship diagrams, data dictionaries, system context diagrams
Gather and document business requirements and functional requirements needed for procurement documents
Assisting in performing functional and integrated testing
Preparing and maintaining project documentation and artifacts including analysis, reports, and user documentation
Working with project manager, developers, and end-users to ensure application designs meet business requirements
Providing UAT support, including developing test scenarios and cases using DHHS methodology
Supporting required system go-live activities
Documenting gap analysis
Track delivery and review/approval progress of each deliverable in accordance with approved Project Work Plan and RAM
Attending PMO meetings
Employee will perform other related work as required
The employee will travel in the local Raleigh area to attend meetings as needed
