About The Position

The Disease Intervention Specialist (DIS) is a professional public health position responsible for conducting confidential STI and HIV case investigations, providing partner services, performing outreach and testing activities, and ensuring appropriate linkage to care in accordance with Bureau of STD Prevention and Control guidelines. The incumbent works within the STD Program to detect, control, and prevent the spread of sexually transmitted diseases, including chlamydia, gonorrhea, syphilis, and HIV, throughout Area 15, which includes St. Lucie, Martin, Okeechobee, and Indian River Counties. The position operates under the direct supervision of the Public Health Services Manager–SES and is classified as a sensitive position due to regular access to protected health information. The incumbent handles confidential client information strictly on a need‑to‑know basis and must follow all Department of Health Information Security and Privacy policies, protocols, and procedures. Employees are required to comply with all state and federal laws governing the confidentiality, security, privacy, and integrity of protected health information. All client information used or obtained in the field must be securely maintained and protected from access by unauthorized personnel.

Requirements

  • Must have minimum of one year experience working in an HIV/STD/Hepatitis Prevention, Linkage, or Case Management Program.
  • Must have minimum of one year experience working as lead team and/or program.
  • Must be willing to serve in special needs shelter during hurricane season and/or any other emergency duties involving natural and/or man-made emergency.
  • Must be willing to travel out of county, into varied socioeconomic neighborhoods, out of county travel, 25-50% of time per week.
  • All Florida Department of Health positions require the incumbent to be able to learn and communicate effectively, orally and in writing, in English.

Nice To Haves

  • Experience managing STI/HIV caseloads and/or daily cases investigation.
  • Experience managing HIV/STD/Hepatitis Prevention, Linkage, or Case Management and/or related work.
  • Associate degree or equivalent relevant work experience in a healthcare or human services field preferred.
  • Certified phlebotomist and/or trained phlebotomist.
  • Bilingual Spanish and/or Creole preferred
  • Experience in a Lead Role

Responsibilities

  • Manages a personal caseload of STI and HIV investigations using the STARs database and follows established state and local protocols.
  • Conducts interviews, re‑interviews, record searches, telephone investigations, and field visits to locate infected individuals, notify them of laboratory results, elicit partners, and offer partner services.
  • Interviews individuals diagnosed with STIs, including HIV/AIDS, to educate them about their infection, guide them through risk‑reduction strategies, support future medical follow‑up, and develop plans to locate and refer sexual partners or others who may be at risk.
  • Ensures that all infected individuals and their identified partners are referred promptly to appropriate medical facilities for examination and treatment.
  • Conducts targeted field‑based STD and HIV screenings, including serological testing, blood draws, and urine collection, while adhering to phlebotomy standards and universal precautions.
  • Participates in planning, implementing, and evaluating community outreach and health education activities aimed at reducing transmission and improving community health outcomes.
  • Initiates and participates in provider visits and delivers in-service education on STD/HIV testing and treatment, ensuring that providers understand and follow statutory requirements.
  • Assists with training new staff, including field shadowing, STARs documentation, interviewing techniques, and partner services protocols.
  • Ensures that all assigned cases are documented and closed according to statewide standards and contributes to program evaluation and performance improvement efforts.
  • Performs additional responsibilities as assigned, which may include supporting outreach activities, assisting with special projects, and providing backup coverage for other team members and the STD Program Manager in their absence or when needed.
  • Maintains strict client confidentiality and protects all sensitive information in accordance with DOHP50-10-10 Information Security and Privacy Policy for Confidential Information.
