About The Position

Hellenic Cables, a subsidiary of Cenergy Holdings with more than 70 years of manufacturing excellence, is expanding its global footprint with a new state-of-the-art manufacturing facility in Baltimore, Maryland. This advanced operation will produce highly engineered underground power and telecommunications cable products to support growing global infrastructure and energy demand. As part of this exciting growth, we are seeking a Health, Safety & Environmental (HSE) Manager to lead the development and execution of the facility's safety culture from the ground up. This is a unique opportunity to join a growing global organization and play a critical leadership role in building a best-in-class HSE program that protects our people, ensures regulatory compliance, and supports the successful launch and long-term performance of a highly automated wire and cable manufacturing environment. The HSE Manager is responsible for ensuring the company and its workforce comply with all applicable federal, state, and local safety and environmental regulations, and that HSE policies and practices are consistently developed, implemented, and followed across the facility. Reporting to the Plant Director, this role owns the plant's Health, Safety & Environmental program in its entirety, including regulatory compliance, risk assessment, incident investigation, training, and continuous improvement of safety performance during both the construction and operational phases of the facility. This position plays a pivotal role in establishing HSE framework, standards, procedures, and a strong safety culture for a new greenfield manufacturing facility, partnering closely with Operations, Maintenance, Engineering, Quality, Projects & Construction Management, as well as Human Resources to ensure a safe, compliant, and environmentally responsible workplace.

Requirements

• Bachelor's degree in Occupational Safety, Environmental Science, Engineering, or a related field required
• Minimum of 5-7 years of progressive HSE experience in an industrial or manufacturing environment required
• Prior experience in wire and cable, metals, or other heavy industrial manufacturing strongly preferred
• Experience launching or supporting HSE programs at a new or greenfield manufacturing site preferred
• Certified Safety Professional (CSP) or actively pursuing certification strongly preferred
• OSHA 30-Hour General Industry certification required
• Working knowledge of OSHA General Industry (29 CFR 1910) standards and Maryland Occupational Safety and Health (MOSH) regulations
• Familiarity with EPA and Maryland Department of the Environment (MDE) requirements, including air, water, and waste regulations
• Knowledge of ISO 45001 and ISO 14001 management systems
• Experience with incident investigation methodologies (e.g., root cause analysis, TapRooT, 5-Why)
• Demonstrated experience building HSE programs and driving a strong safety culture in a team management capacity
• Excellent written and verbal communication skills, with the ability to train and influence at all levels of the organization
• Strong computer skills, including Microsoft Office and safety/EHS management software
• Ability to adapt to changing production demands, technologies, and business needs in a fast-paced manufacturing environment

• Additional certifications a plus: Certified Industrial Hygienist (CIH), Construction Health and Safety Technician (CHST), Associate Safety Professional (ASP), or Certified Hazardous Materials Manager (CHMM)
• First Aid/CPR/AED instructor certification a plus

Responsibilities

• Ensure compliance with Health, Safety, and Environmental standards, procedures, and instructions across the facility
• Identify applicable legal and regulatory requirements (OSHA, MOSH, EPA, MDE, NFPA, ISO, DOT, etc.) and lead all necessary steps to achieve and maintain company compliance
• Evaluate and respond to client and corporate requests related to HSE matters
• Develop and recommend company targets and KPIs for continuous improvement of HSE-related procedures and performance
• Serve as the site's subject matter expert on all HSE matters, advising leadership and making recommendations for improvement
• Prepare Job Hazard Analyses (JHAs) and Professional Risk Assessments for all company facilities and processes, in cooperation with occupational health providers
• Evaluate suppliers and contractors for compliance and performance in HSE matters
• Conduct regular safety inspections and audits, identify non-compliances, and drive corrective and preventive actions
• Track and analyze HSE inspection results and recommend or implement necessary corrective measures
• Lead incident and accident investigations, conduct root cause analysis, and compile detailed reports and corrective action plans
• Develop and deliver HSE training programs for all employees, including new hire safety orientation, OSHA-required training, and specialized topics (lockout/tagout, confined space, fall protection, electrical safety, etc.)
• Prepare, review, and maintain all HSE-related documentation, permits, and recordkeeping (including OSHA 300/300A logs)
• Maintain and evaluate all company files and data related to HSE, safety metrics, and environmental compliance
• Manage the facility's environmental compliance programs, including air, water, waste, and stormwater permitting and reporting
• Lead emergency preparedness and response planning, including fire prevention, evacuation drills, and coordination with local emergency services
• Chair the plant safety committee and promote employee engagement and accountability in safety programs
• Partner with Human Resources on workers' compensation case management and return-to-work programs
• Support the design and layout of a new manufacturing facility to ensure safety and ergonomic best practices are incorporated from startup
