About The Position

This position is within the Nevada Health Authority, Office of Analytics, and is located in Reno or Carson City, Nevada. The Health Resource Analyst II serves as a primary analyst supporting the Treatment Episode Data Set (TEDS), contributing to public health program evaluation, planning, and decision-making. The incumbent conducts statistical analyses of complex datasets; performs data linkage, validation, and quality assurance across multiple data sources; and produces routine and ad hoc reports and analytic summaries for internal and external stakeholders. The role applies appropriate statistical and data analysis methods to evaluate trends, outcomes, and program performance. The incumbent develops, documents, and maintains analytic code using SAS, SQL, and/or comparable statistical and data management software. This position requires the ability to translate technical findings into clear, actionable information, work under time-sensitive deadlines, and ensure the accuracy, integrity, and timeliness of data products that inform program planning, evaluation, and policy development. Health Resource Analysts assist in the development, maintenance, implementation, and revision of State health care policies and programs.

Requirements

  • Two or more years of applicable experience as described in the job duties
  • Graduation from high school or equivalent education
  • Knowledge of Nevada Hospital and Long-Term Care Facilities Summary Utilization Reports.
  • Knowledge of State regulatory processes; grant development and funding requirements; federal, State, and local health care systems and funding entities.
  • Ability to write legal and technical documents.
  • Ability to make presentations to provide information or explain policies and procedures.
  • Ability to analyze proposals to construct health facilities and/or provide health services.
  • Ability to determine if a need is being met and if proposals are financially feasible.
  • Ability to draft legislation and develop regulations.
  • Ability to collect and analyze statistical data.
  • Ability to review work products for quality, quantity, and timeliness.
  • Ability to analyze information, problems, situations, practices, or procedures to define objectives, identify relevant concerns, formulate logical conclusions, and recognize alternatives and their implications.

Nice To Haves

  • Experience with SAS, SQL, or comparable statistical and data management software.

Responsibilities

  • Compile health statistics and health care resource information to determine areas of unmet health needs.
  • Prepare reports on specific health care problems, needs, projects, or programs.
  • Conduct reviews and analyses of proposed projects and/or information to determine compliance.
  • Analyze geographic, demographic, socioeconomic, survey, health care utilization, health status indicators, community health profiles, and health resources data.
  • Conduct research, develop and maintain a variety of databases, and identify and develop data sources.
  • Provide technical assistance to health care providers and public and private sector organizations.
  • Create and submit analytical, narrative, and statistical reports.
  • Conduct community health surveys and needs assessments.
  • Evaluate applicable health care laws and assist in the development of regulations, policies, and procedures.
  • Represent the agency at various meetings and conduct and participate in public hearings.
  • Prepare and present recommendations, take action to resolve non-compliance, and monitor the development of health care resources.
  • Develop an inventory of health care providers, health maintenance organization profiles, and enrollment data.
  • Provide information on regulations, federal grants and programs, and other health care system information.
  • Participate and provide support to various committees and advisory boards.
  • Develop regulations, finalize comments and revisions, submit for approval, and implement regulations.
  • Conduct periodic reviews and investigations of health care programs, facilities, and providers for compliance.
  • Develop, prepare, monitor, and oversee the grants management process and prepare grant reports.
  • Prepare and monitor State contracts to ensure performance.
  • Act as a team leader by assigning and reviewing work, training, and providing input to performance evaluations and discipline.
  • Perform related duties as assigned.
