CON ADMINISTRATOR Job Location: ADDRESS: 150 N 18TH AVE, PHOENIX, AZ 85007 Posting Details: SALARY: $59,400 GRADE: 21 Job Summary: Under limited direction of the Program Manager, this position is responsible for work and activities of a difficult nature being the first point of contact for all ground and air ambulance services, throughout the State of Arizona. This position will be responsible for: -Reviewing and processing ambulance service applications and other matters involving ambulance service certification. -Review and evaluate complex interfacility and political subdivision contracts for the provision of ambulance services. -Providing technical assistance to applicants on completing ambulance service applications, interpreting and applying Arizona Revised Statutes, Arizona Administrative Code agency policies and procedures. -Provide complex review of Ambulance company financial reports and recommend rate changes to all 103 CON holders throughout the State of Arizona. -Provide analysis for both General Rate Adjustments and Automatic Rate Adjustments to all 103 CON holders in the State of Arizona. -Serves as the Bureau liaison with the Assistant Attorney General's Office on issues involving ambulance service applications, drafting legal notices and responding to requests for information. -Provides written and verbal reports to Bureau staff as needed. -Drafts and analyzes legal notices. -Performs other duties as required. Job Duties: Analysis of all types of Ambulance service applications pursuant to statute and rule. Request additional information when needed. Prepare and issue Certificates of Necessity, licenses; develop and present staff recommendations on ambulance service applications. Prepare for and provide testimony at hearings as necessary. Review all proposed ambulance service contracts for compliance with statute and rule. Obtain required documentation to approve, deny or amend contracts as needed; prepare transmittal and discussion memo and forward contract for final approval. Draft and edit legal notices. Provide consultation and technical assistance to EMS providers with preparation of all ambulance applications and/or ambulance service contracts in conjunction with statutes and rules. Communicate information to the public, ambulance service providers, legal counsel, or others in writing and verbally via telephone, email, US mail and other means. Respond to a variety of requests from the Attorney General's Office and from the ADHS Administrative Counsel. Research and interpret statutes, rules, policy and guidance documents to provide written and verbal summaries. Attend meetings, conferences, seminars, and training as directed. Requirements

  • Federal and State statutes, rules and policies
  • Regulatory practices related to organizations specializing in public health
  • Concepts, terminology, principles and procedures of law; methods and techniques of legal research; use of statutes, codes and other legal resources; methods, techniques, and principles for legal writing.

Nice To Haves

  • Bachelor's degree in Business, communications, political science or law and 3 years work experience with legal contracts and grant writing or related field.
  • Master's degree in public health may substitute for 2 years work experience.
