About The Position

This position is responsible for the overall planning, organization, direction, coordination, and administration of a health program. The role involves administering the provisions of laws, rules, and regulations, as well as ensuring adherence to grant and contractual agreements. The Health Program Administrator will also be responsible for developing and implementing a health program budget, monitoring fiscal activities, reviewing federal and state statutes and regulations, recommending legislative changes, evaluating program efficiency and effectiveness, formulating and implementing program standards, policies, and procedures, coordinating program activities with the Department of Health, attending relevant meetings and conferences, directing and supervising subordinate staff, maintaining liaison with other state departments and agencies, and preparing extensive technical and statistical reports.

Requirements

  • Thorough knowledge of the principles, practices, and techniques of health program administration.
  • Ability to apply knowledge in the overall planning, organization, direction, coordination, and administration of a health program.
  • Ability to evaluate the efficiency and effectiveness of a health program.
  • Ability to direct and supervise a subordinate professional, technical, and clerical staff.
  • Ability to develop a health program budget and monitor fiscal activities.
  • Ability to establish and maintain effective working relationships with superiors, associates, subordinates, state, federal and local officials, and the general public.
  • Ability to prepare extensive statistical and technical written reports.
  • Possession of a Master’s Degree in Public Health, Public Administration, Business Administration, Hospital Administration, or any other comparable field of specialization.
  • Employment in a highly responsible position involving participation in the overall administration of a health program.
  • Any combination of education and experience that shall be substantially equivalent to the above education and experience.
  • Undergo a national fingerprint background screening.

Responsibilities

  • Overall planning, organization, direction, coordination, and administration of a health program.
  • Administering the provisions of laws, rules, and regulations, and ensuring adherence to grant and contractual agreements.
  • Developing and implementing a health program budget and monitoring fiscal activities.
  • Reviewing federal and state statutes and regulations as they affect a health program.
  • Recommending amendments or revisions of existing laws and regulations, and recommending new legislation and regulations.
  • Periodically reviewing the various activities of a health program and evaluating their efficiency and effectiveness.
  • Formulating and implementing standards, policies, and procedures of a health program.
  • Coordinating the overall activities of a health program with those of the Department of Health.
  • Attending meetings and conferences involving state, federal and local officials, professionals, and the public.
  • Directing and supervising a subordinate professional, technical and clerical staff.
  • Maintaining an effective liaison with other state departments and agencies.
  • Preparing extensive technical and statistical written reports relative to the program's activities.
  • Translating federal legislative mandates into operational workflows and state-specific policy changes.
  • Collaborating with state IT and vendor partners to maintain and modernize the Medicaid Enterprise Systems (MES).
  • Facilitating multidisciplinary workgroups across state departments.
  • Coordinating the development of executive-level dashboards and briefing memos.
  • Managing complex vendor relationships supporting state technology infrastructure.
