About The Position

PSR Associates is seeking a Health IT Technical Analyst to serve as a clinical data subject matter expert supporting Medicaid and the North Carolina Health Information Exchange Authority (NC HIEA). The analyst will help build Medicaid solutions that meet CMS-required timelines and committed implementation schedules across programs. NC HIEA also works on projects beyond Medicaid, and this role will contribute as the clinical SME on new and existing projects, provide input on best practices, and lead or support requirements gathering and project design through implementation. The position is remote.

Requirements

• Experience working with clinical coding systems such as SNOMED CT, LOINC, ICD, CPT, and RxNorm.
• Strong understanding of health data exchange standards.
• Familiarity with health data exchange standards and interoperability frameworks such as HL7 and FHIR.
• Strong attention to detail and analytical skills.
• Experience working in a Health Information Exchange (HIE) or clinical informatics environment.
• Strong communication and collaboration skills.
• Analytical thinking and problem-solving skills.
• Commitment to data accuracy and standardization.
• Ability to work independently and as part of a technical team.
• Bachelor’s degree in Health Informatics, Information Science, Public Health, or a related field, or equivalent experience.

Responsibilities

• Analyze, validate, and troubleshoot NC HealthConnex clinical data used to support HR1 work-requirement exemption determinations.
• Assist with developing and refining the API that delivers relevant clinical data from NC HealthConnex to NCFAST, the DHB eligibility system.
• Work with SAS, J2, NC Medicaid teams, and other stakeholders to test data flows, resolve issues, and support moving new functionality into production.
• Support scoping new projects and assessing the feasibility of requests.
• Provide clinical subject matter expertise and input on best practices for new and existing projects.
• Lead and support requirements gathering and project design through implementation.
