About The Position

The Health Information Exchange (HIE) Analyst works closely with the Manager of HIE & Informatics and the Data Integration Engineer to facilitate the implementation and troubleshooting of new and existing connections between client systems, Upper Peninsula Health Information Exchange (UPHIE), and downstream entities. The HIE Analyst supports healthcare sites as they implement and use health information exchange services, serving as a liaison between clinical staff, office-based teams, vendors, and UPHIE technical resources. This position is also responsible for assuring all client services are performing according to set quality standards and data is meeting set conformance thresholds. This position ensures continued client satisfaction and retention by partnering with existing clients and their vendors/partners to coordinate technical support, resolve problems, and enhance service.

Requirements

  • Associate degree in computer information systems, health informatics, health information management, data analytics, or related discipline; or three (3) years of relevant and equivalent experience in health IT, interoperability, EHR implementation, interface support, healthcare data exchange, or technical project implementation lieu of a degree will be considered.
  • One (1) to three (3) years of progressively responsible experience in health IT, EHR/HIE implementation, healthcare interoperability, technical management, interface coordination, data exchange support, systems analysis, or related healthcare technology role.

Nice To Haves

  • Bachelor’s degree in computer information systems, health informatics, health information management, data analytics, or related discipline.
  • Three (3) or more years of experience in health IT, interoperability, EHR implementation, interface support, healthcare data exchange, or technical project implementation.
  • Experience working with clinical workflows, client coordination, project management, or healthcare site engagement.
  • Prior experience in a clinical, patient care, healthcare operations, or care coordination environment preferred.
  • Knowledge of HIE/health data exchange standards, clinical data sets, and/or interoperability in healthcare.
  • Prior knowledge or experience of HL7, principles of interoperability, EHR systems, VPN, sFTP, XML, FHIR, Direct Secure Messaging (DSM), APIs, and other connectivity solutions
  • Knowledge of terminology and concepts used in the healthcare and health insurance industry
  • Project management skills

Responsibilities

  • Follows established Upper Peninsula Health Plan (UPHP) policies and procedures, objectives, safety standards, and sensitivity to confidential information.
  • Organizes and coordinates the planning, implementation, and evaluation of technical implementation projects and activities.
  • Establishes contact with new and existing clients to give an overview of the UPHIE implementation process and to evaluate setup, training, and custom requirements or needs.
  • Manages customer-facing technical implementation projects, effectively working through established goals and dates including testing and final implementation sign-off while tracking progress in internal UPHIE systems.
  • Coordinates regular communication with clients and implementation team members throughout the implementation phase, providing status updates, documenting progress, identifying follow-up items, and supporting timely reporting of implementation activities.
  • Supports clients during and post implementation by identifying and escalating technical issues to the appropriate internal or vendor resources, tracking resolution progress, and communicating outcomes back to the client in a clear and timely manner.
  • Works closely with HIE software vendors to assist clients with any issues or needs. Provides input to vendor on customizations and new product feature requests on the behalf of clients.
  • Builds and maintains positive, collaborative relationships with clinical stakeholders at participating healthcare sites, serving as a trusted and approachable point of contact to keep them informed, supported, and engaged throughout the project.
  • Maintains knowledge of HIE and industry standards and trends; communicates trends and ensures that all project implementations comply with established standards and specifications.
  • Maintains a strong working relationship with Michigan Health Information Network (MiHIN), Michigan Department of Health and Human Services (MDHHS), Michigan Healthcare Information Management and Systems Society (MI HIMSS), US Department of Veterans Affair (VA), and other agencies to ensure UPHIE members can continue to meet Meaningful Use, Interoperability Standards, and the various Clinical Quality Initiatives.
  • Creates standard operating procedures (SOPs) and policy documentation explaining roles and responsibilities, along with technical documentation for internal and external stakeholders.
  • Works directly with Manager of HIE and Informatics as required during difficult customer situations. Works with internal resources to ensure effective resolution of technical issues encountered during and post implementation.
  • Attends management meetings, serves on committees, and participates in work groups as required.
  • Maintains confidentiality of client data.
  • Performs other related duties as assigned or requested.
