About The Position

Provides consulting, data analysis, program evaluation, and strategic advisory services across federal and state healthcare programs. This position plays a central role in advancing evidence-based decision making, supporting programmatic compliance, and delivering actionable insights to government agencies and the partners they serve. The ideal candidate brings deep knowledge of federal and state programs, data analytics capabilities, and demonstrated ability to manage complex, cross sector initiatives. The Health Care Senior Consultant will provide strategic guidance to federal and state agencies, their partners, and the populations they serve. Perform advanced data analysis to translate complex datasets into clear, actionable, recommendations for our clients. Oversee full data life cycle activities including collection, validation, quality assurance, and compliance reporting in alignment with federal and state program standards. These are to be performed while maintaining security of and confidentiality of all protected health information (PHI). Lead process and outcome evaluations for state and federally funded healthcare programs, assessing program effectiveness, implementation fidelity, and alignment with client performance goals. Author and contribute to client deliverables including program reports, policy briefs, grant narratives, and legislative submissions that inform funding and regulatory decisions. Act as a liaison between client organizations, partner agencies, and internal consulting teams to ensure alignment on programmatic objectives, data sharing protocols, and reporting requirements. Facilitate stakeholder meetings and present evaluation findings, quality improvement strategies, and data driven recommendations to client leadership and programmatic staff. Collaborate with multifunctional teams across the firm, reporting to diverse leadership structures and clients. Perform any additional responsibilities as assigned.

Requirements

  • High school diploma or GED
  • 3 years of professional experience in state public health program evaluation, health data management, or healthcare consulting.
  • Demonstrated experience and knowledge of state and federal healthcare regulations, including Medicare and Medicaid, Child Welfare programs, Maternal Child and Adolescent Health programs, Behavioral Health, or health disparity programs at the federal or state level.
  • Experience with medical claims processing, billing workflows, and federal data compliance requirements.
  • Proficiency in data management systems and data visualization platforms, including dashboard development, and automated reporting pipelines.
  • Experience in quality improvement projects and conducting program evaluation as a subject matter expert.
  • Excellent communication skills including written and verbal, including ability to present to large or small groups.
  • Self-directed and motivated, with ability to work independently in a remote environment under general instructions.
  • Well organized with a high degree of accuracy and attention to detail.
  • Ability to travel based on client and business needs.
  • Demonstrated experience in developing and maintaining data dashboards or visualizations using Power BI, Tableau, or comparable platforms.
  • Working knowledge of at least two of the following: SQL, REDCap, ArcGIS, Excel/Power Query, or equivalent data analysis tools.
  • Familiarity with federal and/or state public health grant requirements, reporting structures, and program compliance standards.
  • Strong written communications skills with demonstrated ability to produce clear, professional reports, policy documents, and program narratives.
  • Ability to work amongst a team and manage multiple deadlines and prioritize assignments.
  • Proficient use of applicable software tools, including Microsoft Windows, Word, Excel, and Access.
