About The Position

We are seeking an experienced Health and Safety Specialist to lead and manage a comprehensive citywide occupational health and safety program within the Office of Risk Management for the City of Philadelphia. This role involves high-level strategic planning, implementation, and continuous improvement of safety and health programs to ensure compliance with federal, state, and local regulations, including OSHA and state-mandated standards. The ideal candidate will demonstrate expertise in regulatory compliance, safety training program management, risk control strategies, and incident investigation. This is a key leadership role focused on cultivating a safety-first culture across diverse departments and operations.

Requirements

  • Minimum of three (3) years of experience in personnel administration or industrial engineering.
  • At least one (1) year involving the investigation and evaluation of operational or industrial processes and related employee injuries from a safety perspective.
  • At least one (1) year of full-time professional experience directly managing or administering an occupational safety program for a large or complex organization.
  • Bachelor’s degree from an accredited college or university with major coursework in Occupational Safety, Environmental Health, Safety Engineering, Public Health, or related physical/biological sciences.
  • Possession of a valid driver’s license (or eligibility to obtain one).
  • Must be able to physically perform essential job duties, including walking, standing, climbing, and conducting field inspections in diverse environments.
  • Candidates must submit official transcripts confirming degree conferral.
  • Copies of relevant certifications and licenses must be submitted at the time of application.

Nice To Haves

  • Professional safety certifications preferred (e.g., Certified Safety Professional (CSP), Associate Safety Professional (ASP)).
  • Knowledge of OSHA standards, ANSI, NFPA, and other relevant regulations.
  • Strong communication and facilitation skills for training delivery and stakeholder engagement.
  • Proficiency in data collection and analysis for safety performance metrics and trend analysis.
  • Experience with incident management systems and safety management software.
  • Ability to lead cross-functional teams in safety program implementation and culture change initiatives.
