About The Position

Oakland County is seeking an experienced and detail-oriented Health & Human Services Contract Compliance Supervisor to oversee grant administration, contract compliance, and procurement activities across the Health & Human Services Department. Requirements

  • Possess a Master’s degree from an accredited college or university with a preferred major in accounting, business administration, public administration, finance, economics, or a closely related field of study.
  • Have at least three (3) years of full-time work experience in the development, administration or monitoring of grant programs, the preparation of grant applications, or financial or economic analysis.
  • Considerable knowledge of the organization and practice of County government administration.
  • Considerable knowledge of budgetary management and accounting principles and procedures.
  • Considerable ability to establish and effective working relationships with other employees, administrators, government officials and the general public.
  • Reasonable knowledge of federal, state and private aid programs and the procedures for securing such aid.
  • Reasonable ability to follow oral and written instructions.
  • Reasonable ability to prepare routine reports.
  • Ability to compile statistics, decipher pertinent information and present oral and written financial or operations reports to administrators, and agency and government officials.
  • Familiar with current word processing, spreadsheet, database, e-mail, and Internet software.
  • Ability to communicate to accurately convey information.

Responsibilities

  • Oversee Health & Human Services grants, including implementation, budgeting, reporting, and compliance requirements
  • Supervise and direct the work of professional staff, including setting priorities, assigning work, and monitoring performance
  • Review grant applications, agreements, amendments, and position changes to ensure compliance with funding requirements
  • Research grant opportunities and provide technical assistance on federal, state, and private funding programs
  • Monitor grant performance, reporting requirements, budgets, staffing allocations, and subrecipient relationships
  • Oversee departmental procurement activities, contracts, purchasing compliance, and procurement card (P-Card) transactions
  • Serve as a liaison between Health & Human Services, external agencies, and the Board of Commissioners
  • Provide guidance and support to staff on grant management systems, including EGRAMS
  • Monitor legislative and regulatory changes that may impact funding opportunities and compliance requirements
  • Prepare reports, recommendations, and analyses to improve departmental processes and program effectiveness
  • Supervises the daily work responsibilities of professional level employees, including setting work priorities, scheduling work activities and delegating assignments.
  • Oversees H&HS department grants including the implementation, budget and reporting requirements.
  • Reviews grant applications, agreements and amendments, grant guidelines, and position changes.
  • Disseminates information on appropriate federal and state grant programs to division administration.
  • Serves in a liaison capacity between Oakland County and the affected agencies.
  • Monitors the H&HS department procurement and contract compliance following established county guidelines.
  • Researches grant applications and provides technical assistance to division administration in the preparation of federal, state and private grant/aid applications and in the administration of grant projects including budget, time-reporting, subrecipient relationships, cost sharing requirements and performance criteria.
  • Ensures grant reporting compliance for all H&HS department grants.
  • Works with H&HS Administration on grant reporting requirements, budgets, staffing levels, subrecipient relationships, and performance criteria.
  • Provides technical expertise and assistance in the formulation of grant budget requests, including necessary documentation, investigation, and related impact studies relative to existing policies as they relate to the budget.
  • Oversees the H&HS department purchasing contracts, P-card spending and reconciling to ensure charges are accurate.
  • Maintains awareness of pending legislation and programs affecting grant funding and agency requirements.
  • Responsible for providing technical assistance to H&HS staff on the EGRAMS system.
  • Utilizes current countywide and/or department specific software to complete assignments.
