About The Position

The Head Start Director is responsible for preparing and submitting budgets and reports for the Head Start program and facility, ensuring financial balance and timely fund proposals. This role involves partnership with Omaha Nation Public School, supervision of Head Start staff, coordination of program activities, and ensuring compliance with federal mandates and performance standards. The Director also manages relationships with external organizations, develops early childhood needs plans, and oversees building and facility maintenance. This position carries overall responsibility for the direction, coordination, and evaluation of the unit, including staff management and performance appraisal.

Requirements

  • Bachelors Degree from an accredited college or university
  • Experience in supervision of staff
  • Experience in fiscal management
  • Experience in administration
  • Must have a valid Nebraska Driver's license and be insurable.
  • Must have CPR and First Aid certification.
  • Must pass pre-employment background check, Central registry check, and drug test.
  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedures manuals.
  • Ability to write routine reports and correspondence.
  • Ability to speak effectively before groups of customers or employees of organization.
  • Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume.
  • Ability to apply concepts of basic algebra and geometry.
  • Ability to apply commonsense understanding to carry out instructions furnished in written, oral, or diagram form.
  • Ability to deal with problems involving several concrete variables in standardized situations.

Responsibilities

  • Prepare and submit facility budget to grantee and Policy Council.
  • Prepare and submit required monthly, quarterly, and annual reports for the Head Start in narrative and statistic form.
  • Supervise and coordinate the activities of the Head Start.
  • Interview and recommend hiring of teaching and service staff to Parent Policy Council (PPC).
  • Confer with teaching staff regarding facility activities, policies, and enrollment procedures.
  • Assign, review, and evaluate activities of the Head Start coordination and support staff.
  • Establish performance measures and review work to monitor attainment.
  • Ensure Federal Performance Standards are met by Coordinators and staff.
  • Review and monitor program activities to assure compliance with all applicable federal mandates and Personnel regulations.
  • Prepare and revise budgets for the program.
  • Review and monitor program transactions for financial expenditures and compliance with approved program objectives.
  • Work with the local public school district to develop and maintain a cooperative relationship for sharing certified teachers and related services.
  • Authorize purchase of instructional materials and teaching aids.
  • Oversee and assure that all buildings and facilities used by Head Start are in good repair.
  • Confer with teaching staff regarding child's behavioral or learning problems and recommend methods for modification and learning.
  • Plan, organize, and supervise all Head Start special and summer projects.
  • Supervise, schedule, and periodically conduct in-service training for Head Start Staff.
  • Review and approve menu plans and food purchases.
  • Arrange medical attention for ill or injured child in accordance with parental instructions.
  • Assist in classroom as needed.
  • Prepare annual proposals to applicable government agencies.
  • Prepare and submit appropriate proposals and reports to program boards and committees, tribal officials, and federal agencies.
  • Ensure that all financial reports are prepared on a timely basis, including H/S Quarterly and annual reports; P/S Quarterly and annual reports; P/S Bi-monthly program reports.
  • Ensure that the program is meeting stated objectives.
  • Supervise and evaluate job performance of all directly supervised staff.
  • Supervise and coordinate program planning, development, design, and implementation.
  • Develop and implement a plan for coordination of early childhood needs on the reservation.
  • Communicate with organizations and agencies external to Omaha Tribe to promote Head Start within school systems and communities.
  • Manage one subordinate supervisor who supervises a total of seven employees.
  • Carry out supervisory responsibility in accordance with the organization's policies and applicable laws.
  • Perform other duties as assigned.
