About The Position

The Head Start Director is responsible for preparing and submitting all budgets for the programs and facility, ensuring line item balance, and submitting timely fund proposals. This role operates in partnership with Omaha Nation Public School. The position involves supervising and coordinating Head Start activities, managing staff, ensuring compliance with federal mandates and performance standards, and overseeing program planning and development.

Requirements

  • Bachelors Degree from an accredited college or university.
  • Experience in supervision of staff.
  • Experience in fiscal management.
  • Experience in administration.
  • Must have a valid Nebraska Driver's license and be insurable.
  • Must have CPR and First Aid certification.
  • Must pass pre-employment background check, Central registry check, and drug test.
  • Mechanical aptitude installing and repairing applicable utility equipment.
  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedures manuals.
  • Ability to write routine reports and correspondence.
  • Ability to speak effectively before groups of customers or employees of organization.
  • Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume.
  • Ability to apply concepts of basic algebra and geometry.
  • Ability to apply commonsense understanding to carry out instructions furnished in written, oral, or diagram form.
  • Ability to deal with problems involving several concrete variables in standardized situations.

Responsibilities

  • Prepare and submit facility budget to grantee and Policy Council.
  • Prepare and submit required monthly, quarterly, and annual reports for Head Start in narrative and statistical form.
  • Supervise and coordinate the activities of the Head Start.
  • Interview and recommend hiring of teaching and service staff to the Parent Policy Council (PPC).
  • Confer with teaching staff regarding facility activities, policies, and enrollment procedures.
  • Assign, review, and evaluate activities of the Head Start coordination and support staff.
  • Establish performance measures, review work to monitor attainment, and ensure Federal Performance Standards are met.
  • Review and monitor program activities to ensure compliance with all applicable federal mandates and Personnel regulations.
  • Prepare and revise budgets for the program, and review/monitor program transactions for financial expenditure compliance.
  • Work with the local public school district to develop and maintain a cooperative and effective relationship for sharing certified teachers and related services.
  • Authorize the purchase of instructional materials and teaching aids.
  • Oversee and ensure that all buildings and facilities used by Head Start are in good repair.
  • Confer with teaching staff regarding child's behavioral or learning problems and recommend methods for modification and learning.
  • Plan, organize, and supervise all Head Start special and summer projects.
  • Supervise, schedule, and periodically conduct in-service training for Head Start Staff.
  • Review and approve menu plans and food purchases.
  • Arrange medical attention for ill or injured children in accordance with parental instructions.
  • Assist in the classroom as needed.
  • Prepare annual proposals to applicable government agencies.
  • Prepare and submit appropriate proposals and reports to program boards, committees, tribal officials, and federal agencies.
  • Ensure that all financial reports are prepared on a timely basis, including H/S Quarterly and annual reports, P/S Quarterly and annual reports, and P/S Bi-monthly program reports.
  • Ensure that the program is meeting stated objectives.
  • Supervise and evaluate the job performance of all directly supervised staff.
  • Supervise and coordinate program planning, development, design, and implementation.
  • Develop and implement a plan for coordination of early childhood needs on the reservation.
  • Communicate with external organizations and agencies to promote Head Start within school systems and communities.
  • Manage one subordinate supervisor who supervises a total of seven employees, and is responsible for the overall direction, coordination, and evaluation of this unit.
  • Carry out supervisory responsibilities in accordance with the organization's policies and applicable laws, including interviewing, hiring, training, planning, assigning, directing work, appraising performance, rewarding/disciplining employees, and resolving problems.
