About The Position

We’re looking for a Head of Delivery (TLR) to lead the global operating model for delivering regulatory updates across multiple enterprise platforms, ensuring that all statutory changes tax, payroll, HR, finance, and legal are accurately interpreted, engineered, tested, and deployed ahead of legislative deadlines. You will oversee global Agile delivery teams, manage cross-functional governance, and ensure seamless coordination between engineering, QA, compliance, operations, and customer-facing teams. This role combines deep enterprise application expertise, strong Agile delivery leadership, global regulatory insight, and executive-level stakeholder engagement.

Requirements

  • Strong leadership of global, multi-disciplinary delivery teams (engineering, QA, and operations)
  • Proven experience delivering TLR, statutory, or regulatory updates in SAP, Oracle, and/or PeopleSoft environments
  • Deep expertise in Agile delivery (Scrum/Kanban), release management, and end-to-end SDLC governance
  • Strong understanding of global tax, payroll, HR, finance, and regulatory compliance frameworks
  • Experience with enterprise-scale software delivery in governed environments (e.g., ISO9001 or equivalent)
  • Ability to manage complex stakeholder groups, including customers, executives, and internal teams
  • Commercial awareness with experience supporting RFPs, pre-sales, and customer-facing solution discussions
  • Strong workforce planning and resource management experience (employees, contractors, and partners)
  • Excellent communication skills with the ability to simplify complex technical and regulatory concepts
  • Proven ability to lead high-performing teams and drive continuous improvement in fast-paced global environments.

Responsibilities

  • Leading global delivery of Tax, Legal & Regulatory (TLR) updates across SAP, Oracle, and PeopleSoft
  • Owning the end-to-end regulatory lifecycle from legislation monitoring to release delivery
  • Defining and governing global strategy, operating model, and delivery frameworks
  • Translating global regulatory changes into structured Agile delivery roadmaps and releases
  • Leading Agile development and QA teams across sprint, testing, and release management
  • Ensuring high-quality, on-time releases aligned to ISO9001 governance standards
  • Overseeing testing, regression, and release readiness across enterprise platforms
  • Managing customer communications, escalations, and compliance-critical deadlines
  • Driving delivery governance and reporting using monday.com
  • Supporting Sales & Marketing through RFPs, workshops, and customer engagements
  • Leading and developing global teams across engineering, QA, and consulting
  • Building scalable workforce models across employees, contractors, and partners
  • Driving performance, coaching, and a high-performing global delivery culture.
