About The Position

Under the supervision of the Associate Director, Environmental Health and Safety, manages a comprehensive program for the safe, efficient and cost-effective disposal of all University hazardous waste. Trains and supervises the technicians and office staff in the collection, transport, processing and disposal of waste. Ensures that legal requirements for hazardous waste and safety are met by staff and users of the program. Is responsible for the department budget. Prepares budget requests and monthly forecasts.

Responsibilities

Manage a team of technical and administrative staff by providing guidance and leadership. Assign work priorities to maximize the use of available manpower following budget constraints
Assesses all complex HWM problems requiring specialized skills and resolves these problems.
Establish financial priorities in collaboration with the Associate Director of Environmental Health and Safety (EHS) for various safety programs.
Oversee the development of operating and other budgets, authorize, and monitor expenditures, audit operational expenditures, and ensure compliance with university and departmental budget policies and financial procedures
Manage the staffing process, supervision, and evaluation of external consultants working with Hazardous Waste Management.
In collaboration with the Associate Director of EHS, identify the HWM priorities. Create and plan activities and projects, including special projects and awareness campaigns.
Subject matter expert on situations related to hazardous waste disposal and response to hazardous materials emergencies; Accountable to rectify waste disposal protocols as part of the After-Action incident report. Ensure follow up on corrective actions are completed and an update is communicated with senior management.
Provide professional expertise to the McGill research community and the various units under Facilities Management and Ancillary Services on issues related to HWM. Serves as McGill’s liaison on the subject matter to all levels of government agencies.
Create and maintain the Emergency Response Assistance Plan (ERAP), which is required for the transport of radioactive waste and other dangerous goods; communicates all updated information with Transport Canada in relation to the Plan. Acts as the University contact when carrying out emergency drill activation with Transport Canada when testing the plan.
Plan and develop administrative and response procedures, policies, and processes to optimize the services of HWM. Provide professional expertise to ensure the creation and management of all HWM policies, programs and services to the University, thus providing the community with a safe, secure, and well-maintained environment.
Oversees the implementation of new initiatives that support the strategic direction of the unit, by keeping abreast with the latest developments in the field of HWM. Create and deliver hazardous waste training in accordance with all policies and procedures for the McGill community to ensure a safe work environment; identify the training requirements for the hazardous waste team and organize regular training events to maintain compliance with all regulations legislation in the field of hazardous waste management.
Manage the hazardous waste generated from the decommissioning of research laboratories, with the goal of completing the process and ensuring that the research laboratories are safe. In the absence of the researcher during the decommissioning process, takes ownership of ensuring the process is completed according to applicable policies, procedures, and regulations.
Represent the Department at various internal and external meetings. In collaboration with EHS, acts as the subject matter expert for hazardous waste when participating in investigations, including accidents and risk assessments. Prepare evidence for hearings, court appearances and serve as a witness. Keep abreast of developments and ensure the unit is up to date with various laws, by-laws, and code issues in the field of HWM.
Provide professional expertise in the implementation and delivery of various emergency response plans; act as an alternative safety officer during incident command system (ICS) functions and ensure immediate action during emergency measure exercises. In collaboration with IT services, oversees the implementation of IT software solutions to support the department.
