About The Position

Serve as the Hazardous Waste Manager for NASA Johnson Space Center. Responsible for the day-to-day management, regulatory compliance, coordination with the NASA Environmental Management Office (EMO), and continuous improvement of the Center’s hazardous and regulated waste program. This role provides oversight of cradle-to-grave waste management activities, ensuring all waste streams are properly identified, handled, documented, and disposed of in accordance with applicable federal, state, local, and NASA requirements. The Hazardous Waste Manager works closely with operations, environmental staff, and stakeholders to maintain regulatory compliance, support safe and efficient operations, and proactively identify opportunities to reduce risk, improve processes, and enhance overall program performance in support of the NASA mission.

Requirements

  • Bachelor’s degree in Environmental Science, Environmental Engineering, Chemistry, or a related field.
  • Minimum of 5 years of experience in hazardous waste management, environmental compliance, or a related field.
  • Demonstrated experience managing hazardous waste programs in accordance with the Resource Conservation and Recovery Act (RCRA) and other applicable federal, state, and local regulations.
  • Strong knowledge of hazardous waste management practices, including waste determinations, accumulation area management, manifesting, transportation, and disposal.
  • Experience supporting or leading regulatory inspections, audits, and compliance initiatives.
  • Proven ability to develop and implement standard operating procedures (SOPs), training programs, and process improvements.
  • Experience with waste tracking systems, databases, or environmental management systems; ability to quickly learn and adapt to new systems (e.g., Government-provided tracking tools).
  • Strong organizational and documentation skills, with a high level of attention to detail and accuracy.
  • Ability to work both independently and collaboratively in a team-oriented, operational environment.
  • Effective communication skills, with the ability to interface with regulators, stakeholders, and cross-functional teams.

Responsibilities

  • Manage all hazardous and regulated waste activities across the full waste lifecycle, ensuring compliance with applicable regulations and site requirements.
  • Oversee operations of the 90-day hazardous waste Central Accumulation Area (CAA), including inventory control, storage practices, and regulatory compliance.
  • Conduct required inspections of hazardous waste accumulation areas (CAAs, SAAs, Universal Waste areas) and ensure compliance with accumulation time limits and regulatory requirements; track findings to closure in NASA e-track system.
  • Identify, document, and resolve non-compliance issues; support corrective actions and continuous improvement initiatives for NASA review and approval.
  • Coordinate waste pickup, on-site transportation, processing, and off-site disposal using approved Treatment, Storage, and Disposal Facilities (TSDFs).
  • Perform and oversee waste characterization, sampling, and proper waste determinations in accordance with regulatory standards.
  • Prepare hazardous waste manifests and supporting documentation, including waste profiles, shipping documents, and land disposal restriction (LDR) forms.
  • Ensure proper packaging, labeling, and handling of all regulated waste streams, including hazardous, universal, TSCA, and non-hazardous waste.
  • Provide consultation to stakeholders to identify and address potential waste issues, including during equipment excess or project activities.
  • Maintain accurate and complete waste management records, including manifests, analytical results, waste profiles, container logs, and regulatory documentation.
  • Utilize Government-provided systems (e.g., Waste Disposal Tracking System [WDTS]) to track and manage waste activities and ensure data integrity.
  • Manage user access and support administration of waste tracking systems (e.g., IDMAX/NAMS), as applicable.
  • Prepare and submit required regulatory reports, including Hazardous Waste Reports and generator activity reports.
  • Support cost tracking and allocation related to waste characterization, handling, transportation, and disposal.
  • Utilize and support NASA and state environmental tracking systems including WDTS, NETS, SATERN, e-Trak, STEERS, and applicable state reporting platforms.
  • Issue properly labeled containers and ensure appropriate waste identification and segregation at the point of generation.
  • Maintain records of container issuance, including contents, location, and dates.
  • Track Universal Waste containers and ensure timely pickup and proper disposal.
  • Monitor and maintain inventory of waste management supplies to support ongoing operations.
  • Provide training to personnel on waste management procedures, regulatory requirements, and use of tracking systems.
  • Support awareness and adherence to environmental compliance requirements across all program stakeholders.
  • Develop, maintain, and deliver RCRA hazardous waste management training, including annual refresher and new generator training, and maintain content within NASA’s SATERN training system.
  • Develop, maintain, and update Standard Operating Procedures (SOPs) and program documentation for hazardous waste management.
  • Develop and maintain Center-wide hazardous waste contingency plans.
  • Develop sampling plans to ensure quality assurance and quality control of waste characterization activities.
  • Identify and implement waste minimization and process improvement opportunities.
  • Support data calls and reporting efforts by gathering and analyzing waste and diversion data.
