Requirements

  • Valid State Driver's License.
  • High School Diploma or Equivalent
  • Must qualify for NACI clearance and /or DoD Common Access Card.
  • OSHA 10 Card
  • Two years of responsible work experience which includes conducting inspections of facilities concerning the proper storage, use, and handling of hazardous materials.
  • Current OSHA 40-hour Hazardous Waste Operations and Emergency Response Standard (HAZWOPER) CERTIFICATION AND Hazardous Materials Transportation certification which includes security procedures.
  • Must be able to comprehend, read speak and write fluently in the English language.
  • Excellent communication skills utilizing telephone, in person or radio.
  • Ability to deal with a variety of people in a professional and courteous manner in diversified situations.
  • Computer Knowledge with use of Excel, PowerPoint, & other Programs.

  • Sound understanding of hazardous materials, their physical properties, compatibility.

  • Experience in general warehousing operations; material receipt, storage, and issue.
  • Accurately interpret regulations, codes, and ordinances relating to hazardous materials storage, handling, and use.
  • Correctly identify potential hazards in the storage, handling, and use of hazardous materials, and recommend corrective action.
  • Perform physical labor, and wear protective clothing as required to perform inspections.
  • Understand and carry out verbal and written directions.
  • Maintain accurate records, prepare clear and concise reports, speak and write effectively.
  • Maintain a calm and professional demeanor in a confrontational or difficult situation.
  • Establish and maintain harmonious working relationships with those contacted in the course of work.
  • Work irregular or protracted hours and respond promptly to callbacks.

Responsibilities

  • Comply with federal, state, and local laws, as well as Department of the Navy regulations and policies regarding pollution prevention and HAZMAT management.
  • Standardize all AUL procurement, storage, issue, tracking, and reuse of HAZMAT throughout NASF.
  • Provide periodic locker and storeroom assessments of HAZMAT for compliance with CHRIMP objectives. Assessments will be accomplished using the tenant command HAZMAT inspection form.
  • Manage and maintain Chugach AUL and SDS library. Perform preliminary research on all AUL requests submitted. Ensure all HAZMAT approved by HMC&M Committee for addition to the AUL is assigned a unique AUL identification number.
  • Ensure full and active participation in NASF CHRIMP from cradle to grave.
  • Complete pulls and put-aways of HM from Chugach warehouse as well as excess serviceable material from various sources.
  • Must use NAVSUP HMC&M for all HAZMAT requests.
  • Ensure that required HAZMAT is added to the AUL prior to purchase and use.
  • Conduct monthly inventories. Ensure inventories are updated in the HMC&M Tool.
  • Ensure all Chugach work centers have readily accessible, current, and accurate SDS for each HAZMAT stored in that area.
  • Must report all inventory adjustments within 5 days to the HMC via HMC&M.
  • Must report any excess HAZMAT to the servicing HMC.
  • Develop, maintain, and monitor Shelf-life program of HM and extend as required in accordance with current directives and ensure only safe and unexpired HAZMAT is issued.
  • Provide assistance in obtaining SDS for all HAZMAT ordered, received, stored, and used onboard NASF. Ensure all Hazardous Material Coordinators are aware of SDS sources, including online Hazardous Material Information Resource System (HMIRS).
  • Issuing of HM as directed by customer request, in an expeditious manner.
  • Ensure that all HM has been properly entered in HMIRS and labelled with various material control labels.
  • Accurate locating, segregating of incompatibles, and mange inventories of assigned warehouse storage ensuring inventory accuracy.
  • Conduct hazardous material assessments to ensure shops are compliant.
  • Receive empty HM containers or tracking labels from customers and after processing paperwork, properly disposing of containers, and closing out tracking labels.
  • Maintain a clean, safe, and neat work environment at all times.
  • May require Forklift license.
  • Perform all assigned tasks in a safe manner.
  • Conduct routine to moderately difficult inspections and investigations of facilities storing or using hazardous materials to ensure compliance with hazardous material codes, ordinances, and regulations.
  • Assist in the development of and may present training sessions to Department personnel in conducting hazardous materials inspections which conform to established codes, ordinances, and regulations.
  • Establish, organize, and maintain a variety of written and electronic record keeping related to hazardous materials code compliance.
  • Maintain accurate records, conduct special studies, and generate reports regarding work performed.
  • Other duties as assigned.
