Hazard Mitigation Grants Manager - Limited Service
About The Position
Vermont Emergency Management at the Department of Public Safety is seeking a mission-driven professional for its Hazard Mitigation Section. This role will support Vermont communities in reducing future risk to climate hazards, primarily flooding. The position involves developing Hazard Mitigation Assistance (HMA) grant applications for FEMA, maintaining statewide project visibility, and collaborating with municipalities, state agencies, and nonprofits. Responsibilities include designing outreach activities, coordinating FEMA-applicant correspondence, and assisting with the implementation and management of awarded HMA grants, ensuring project execution, compliance, and grant administration. The role also requires participation in Emergency Operation Center activations and Division-wide activities. This is a limited-service position, with current funding through at least July 2029, and additional funding anticipated but not guaranteed. VEM operates a hybrid work environment with remote work options and designated in-office days, subject to individual approval. All staff must reside in Vermont and be available for in-person work during State Emergency Operations Center activations.
Requirements
- Bachelor's degree or higher in emergency management, public administration, risk management, natural resources, or a related field AND two (2) years or more of experience in hazard mitigation, federal grant program administration, or community planning.
- OR Four (4) years or more of experience in emergency management, risk management, hazard mitigation, federal grant program administration, or community planning.
- Must live in Vermont.
- Must be available for in-person work to support the State Emergency Operations Center when activated.
- Must pass any level of background investigation applicable to the position including Motor Vehicle/Criminal Records, Personal History, Credit and any additional background check(s).

Responsibilities
- Develop Hazard Mitigation Assistance (HMA) grant applications for submittal to FEMA.
- Maintain statewide scope and visibility on potential, ongoing, and past projects.
- Work with municipalities, state agencies, and nonprofits across Vermont to develop applications.
- Design and implement outreach activities for HMA application opportunities.
- Coordinate FEMA-applicant correspondence regarding HMA program development and individual applications.
- Assist with the implementation and management of awarded HMA grants.
- Coordinate with subapplicants, FEMA, and other stakeholders to support project execution, compliance, and grant administration.
- Participate in VEM Emergency Operation Center activations, trainings, and Division-wide activities as appropriate.
