About The Position

The Grants Management Specialist supports the administration, financial review, compliance monitoring, and management of federally funded grant programs, with a strong emphasis on FEMA Public Assistance (PA) funding and related reimbursement programs. This role is responsible for reviewing and processing Requests for Reimbursement (RFRs), Requests for Advance (RFAs), grant applications, grant agreements, financial documentation, and related records to ensure compliance with applicable federal, state, local, and agency requirements. The ideal candidate possesses strong analytical, financial, accounting, auditing, and grants management skills, with experience evaluating financial data, invoices, budgets, reimbursement packages, funding documentation, and grant eligibility requirements. This position works closely with clients, government agencies, project managers, and internal stakeholders to support accurate grant administration, funding compliance, and the successful management of grant-funded programs.

Requirements

  • High School Diploma or equivalent with relevant grants, finance, accounting, auditing, or compliance experience.
  • Minimum 2 years of demonstrated experience supporting federal grant programs, grant administration, reimbursement processing, grants compliance, or financial management activities involving governmental agencies, nonprofits, or funding recipients.
  • OR Minimum 5 years of demonstrated experience in Accounting, Finance, Auditing, Financial Analysis, Compliance, or related financial management functions.
  • Proficiency in FEMA Grants Portal, COR3 DRS, Microsoft Excel, Microsoft Word, Outlook, SharePoint, and other grant and document management platforms is required.
  • Strong knowledge of financial analysis, grant compliance, budget review, invoice validation, cost eligibility determination, data management, reporting, and financial recordkeeping.
  • Strong organizational, analytical, and problem-solving skills.
  • Strong verbal and written communication skills.
  • Bilingual proficiency in English and Spanish (spoken and written).
  • Comfortable working with workplace technology and digital collaboration tools.
  • Must reside in Puerto Rico.
  • Must be able to work on-site in Guaynabo, Puerto Rico.
  • Ability to occasionally work outside regular business hours, including evenings and weekends, as needed.
  • Occasional travel to client and subrecipient locations may be required based on project needs, business requirements, and operational demands.

Responsibilities

  • Review and support the development of Requests for Reimbursement (RFRs), Requests for Advance (RFAs), and other grant-related submissions.
  • Evaluate grant applications, reimbursement packages, and supporting documentation for completeness, accuracy, and eligibility.
  • Assess applicants' financial capacity and ability to manage federal funding in accordance with applicable regulations.
  • Review invoices, budgets, expenditures, and financial records to validate costs and support reimbursement requests.
  • Prepare and maintain grant award documentation and supporting financial records.
  • Track the status of reimbursement and funding requests through COR3 DRS and other grant management systems.
  • Monitor and respond to Requests for Information (RFIs) and resolve documentation deficiencies in a timely manner.
  • Research and retrieve supporting documentation from FEMA Grants Portal, COR3 DRS, and other client platforms.
  • Ensure all grant files, records, and electronic documentation are maintained in accordance with established policies and procedures.
  • Support audits, compliance reviews, monitoring activities, and reporting requirements.
  • Research applicable grant regulations, policies, and funding guidance.
  • Identify issues, risks, and compliance concerns and communicate recommendations to management.
  • Support project teams and clients in achieving grant program objectives.
  • Maintain confidentiality and security of financial and grant documentation.
  • Maintain accurate grant records, databases, spreadsheets, and supporting documentation.
  • Enter and validate financial and programmatic data within grant management systems.
  • Prepare reports, grant status updates, reimbursement summaries, and financial analyses as requested by management.
  • Track work activities and project time within company systems.
  • Support departmental efforts to improve grants management processes, compliance procedures, and reporting workflows.
