About The Position

The Grants Management Specialist will provide support services to assist the National Heart, Lung, and Blood Institute (NHLBI), Division of Extramural Research Activities, Office of Grants Management (OGM) in carrying out grants management functions. The Grants Management Specialist will provide support services to satisfy the overall operational objectives of NHLBI within the National Institutes of Health by assisting with the review, analysis, processing, and coordination of grant-related actions and correspondence.

Requirements

  • Bachelor’s degree in a related field, or equivalent specialized experience.
  • Minimum eight (8) years of specialized experience performing NIH grants management activities within the past three (3) years.
  • Experience with eRA IMPACII Grants Management Module.
  • Ability to interpret and apply appropriate regulations, policies and procedures relating to complex grant issues.

Responsibilities

  • Triage competing and non-competing grant applications.
  • Set appropriate work priorities, apply knowledge of organizational needs and deadlines, and follow up to ensure receipt of required documentation, including uploading documents to the official grant folder.
  • Perform thorough review of competing grant applications, including identification of bars to funding, foreign involvement, and summary statement concerns, within specified timeframes, including timely issuance of award notices.
  • Perform administrative analysis, including review of budget concerns, human and animal subject codes, and regulatory analyses of grant applications using basic knowledge of applicable NIH grant policies and NHLBI procedures.
  • Facilitate communication and correspondence, including responses to inquiries and policy/procedural guidance for grantees and Federal staff.
  • Serve as a resource of information by providing recommendations for grantee and Federal staff.
  • Respond to communications including letters, memos, phone calls, and e-mails.
  • Prepare correspondence that fully and accurately addresses administrative issues, including prior approvals, in a clear and concise manner.
  • Collaborate with program and grantee staff on information required prior to award.
  • Assist in OGM supplements.
  • Assist in OGM funding.
  • Assist in OGM portfolio analysis of pending awards.
  • Produce work products and documents related to setting appropriate work priorities, applying knowledge of organizational needs and deadlines, and following up to ensure receipt of required documentation.
  • Produce work products and documents related to performing analyses of grant applications and researching, evaluating, interpreting, and disseminating related regulations, policies, and procedures to grantees and Federal staff.
  • Produce work products and documents related to facilitating communication and correspondence, responding to communications and inquiries, and preparing correspondence.
  • Produce work products and documents related to informing the Federal task leader and staff of administrative issues and developments related to prior approvals, additional funding documentation required prior to award, work with grantee staff in responding to questions and resolving problems, and assisting in OGM portfolio analysis through running various reports including pending end-of-year awards.
