About The Position

The Grants Specialist I is responsible for overseeing, facilitating and coordinating the activities of various County agencies, developers and the public in the submittal, review, and approval of Federal, State and local grants. This position may also negotiate and administer grants, prepare budgets and design instruments for use in data gathering. This position also works with a variety of stakeholders, including the public, health and social service agencies in support of programs. Requirements

  • Associate's Degree in Business Administration or in a related field AND 3-4 years of related experience OR Bachelor's Degree in Accounting, Business Administration or in a related field AND 1-2 years of related experience
  • Possession of a valid Class "C" non-commercial driver's license with no more than three (3) points.
  • Knowledge of budgetary practices and ability to manage budgets
  • Knowledge and understanding of applicable local, regional, state and federal programs and regulations
  • Attention to detail
  • Proficient in the use of MS Office, such as Word, Excel, etc
  • Ability to conceptualize, plan and manage multiple projects, monitors project progress, identifies risks and develops recommendations to mitigate risks
  • Knowledge of database software
  • Public speaking and presentation skills
  • Ability to work independently with minimal supervision
  • Develops own ways of working effectively and efficiently
  • Ability to facilitate and lead meetings
  • Organizational skills including the capacity to anticipate issues and prioritize tasks, ability to manage multiple priorities or projects
  • Ability to communicate effectively, both verbally and in writing
  • Ability to think strategically and plan for long-term objectives as well as develop programs to support organizational goals
  • Knowledge of financial, accounting and business management principles
  • Knowledge of purchasing and procurement principles and methodologies
  • Knowledge and understanding of policies and requirements related to documentation management, information security and record keeping
  • Ability to manage and track data through the development of spreadsheets in MS Excel
  • Must comply with all Federal (OSHA), State of Maryland (MOSH), safety regulations and applicable Harford County safety policies, procedures, or manual as required for this position.

Responsibilities

  • Maintains contact with agency, County, State or Federal personnel to execute grant submissions
  • Keeps abreast of all State, Federal and local regulations relating to grants
  • Maintains database of grants submitted and received
  • Monitors or assists in monitoring the progress of each grant
  • Prepares or assists in the preparation of grant applications for programs
  • Collaborates with other agencies in coordinating grants, as required
  • Prepares paperwork, reports, presentations, and correspondence as necessary for each grant
  • Maintains detailed records of grant performance and financial disbursements for each grant
  • Prepares monthly, quarterly, and annual reports as requested
  • Studies information received from the Grants Coordinator and other sources regarding the types of State and Federal grants that are available
  • Keeps records of cash flow for each grant and will coordinate with budget staff to monitor the timely expenditure of all grants
  • Actively participate in local, State, and Federal audits as needed
