About The Position

The Grant Manager is responsible for the full lifecycle of grant activity at Mid Valley Hospital & Clinic — from identifying and pursuing new funding opportunities through award administration, financial compliance, and outcomes reporting. This role serves as MVHC's central point of accountability for grants, ensuring the hospital maximizes available federal, state, tribal, and philanthropic funding while maintaining full compliance with sponsor and regulatory requirements. Working under the CFO, the Grant Manager partners closely with hospital leadership, department directors, finance and accounting staff, and external funders and partners to align grant-seeking with MVHC's strategic priorities and to protect the organization's fiscal integrity across every award it holds.

Requirements

Bachelor's degree in Public Health, Health Administration, Business Administration, Finance, Public Administration, or related field required.
Minimum 3 years of experience in grant writing, grant administration, or grants compliance.
Demonstrated experience managing both pre-award (research/proposal development) and post-award (compliance/financial reporting) functions.

Nice To Haves

Master's degree in a related field.
Healthcare or rural/public sector grant experience.
Experience with federal grant compliance requirements (2 CFR 200 / Uniform Guidance).
Direct experience with Single Audit preparation, SEFA development, or coordination with state or independent auditors.
Familiarity with HRSA, USDA Rural Development, or Washington State grant programs.

Responsibilities

Research and track funding opportunities relevant to a Critical Access Hospital, including HRSA/Federal Office of Rural Health Policy programs (Medicare Rural Hospital Flexibility Program, Small Rural Hospital Improvement Program, Rural Hospital Provider Assistance Program), USDA Rural Development community facilities and health funding, Washington State Department of Health and rural health office grants, and relevant foundation and philanthropic sources.
Evaluate funding opportunities against MVHC's strategic plan, service line priorities, and operational capacity; advise the CEO and CFO on which opportunities merit pursuit.
Lead or coordinate proposal development: budgets, budget justifications, narratives, letters of support, and required attachments, working with subject-matter leads (clinical, quality, finance, facilities) as needed.
Maintain a master grants calendar covering solicitation deadlines, submission requirements, reporting deadlines, renewal dates, closeout requirements, and internal review timelines.
Review notices of award, grant agreements, and award terms and conditions; identify financial, operational, compliance, reporting, or other obligations requiring leadership review before acceptance or execution.
Develop, maintain, and recommend updates to grant management policies, procedures, internal controls, and standardized documentation to support compliance with federal, state, and sponsor requirements.
Evaluate and communicate sustainability considerations associated with grant-funded programs, positions, equipment, and services, including potential organizational financial obligations following expiration of grant funding.
Build and maintain relationships with program officers, state rural health offices, regional partners (including tribal health partners and rural collaborative networks), and funders.
Administer active grants and awards in accordance with sponsor terms, 2 CFR 200 (Uniform Guidance), applicable state requirements, and MVHC policies and procedures
Monitor grant budgets and expenditures in coordination with the Finance/Accounting team; track drawdowns, obligations, and remaining balances against approved budgets.
Prepare and submit required progress, financial, and outcomes reports to funders on schedule.
Maintain documentation supporting allowability, allocability, and reasonableness of grant-funded costs; maintain audit-ready files for each award, including required records through the applicable retention period.
Support the annual financial audit and monitor MVHC's cumulative federal award expenditures against the Single Audit threshold defined in 2 CFR 200.501; notify the CFO promptly if MVHC is trending toward or has crossed the applicable threshold.
Prepare and maintain the Schedule of Expenditures of Federal Awards (SEFA) in accordance with 2 CFR 200.510, in coordination with Finance/Accounting.
Coordinate Single Audit fieldwork with the Washington State Auditor's Office (SAO) and/or engaged audit firm, including major program determination support and internal control documentation under 2 CFR 200.303.
Conduct risk assessment and monitoring of any subrecipients receiving pass-through federal funds in accordance with 2 CFR 200.331–200.332, including subaward notices and monitoring documentation.
Prepare and submit required Federal Funding Accountability and Transparency Act (FFATA) subaward and executive compensation reports via SAM.gov, in accordance with 2 CFR Part 170, for any subawards meeting the applicable reporting threshold.
Ensure timely submission of the Data Collection Form and reporting package to the Federal Audit Clearinghouse (FAC) per 2 CFR 200.512, and track and support corrective action plans for any audit findings.
Maintain grant reporting as required for MVHC’s annual financial audit and other required audits.
Track grant-funded deliverables and outcomes/performance metrics; flag risks to compliance or deliverable completion early.
Coordinate grant closeout activities, including final financial and performance reporting, reconciliation of grant expenditures and receivables, disposition of remaining funds, equipment/property reporting when applicable, and retention of required grant records.
Coordinate with Fiscal and other applicable departments to ensure grant-funded equipment and property are appropriately documented, inventoried, used, and disposed of in accordance with applicable award requirements.
Serve as MVHC's internal subject-matter expert on grant funding, educating department leaders on requirements, restrictions, and reporting obligations tied to their grant-funded programs or positions.
Maintain a grants management database/tracking system covering the full portfolio — prospective, active, pending, and closed awards, to include key deadlines, budgets, reporting requirements, spend, and award documentation
Coordinate with the CFO and CEO on grant-related components of board reporting and community/stakeholder communication.
Support service line and strategic initiatives by identifying and pursuing applicable grant funding and coordinating with operational leaders to assess implementation capacity and sustainability.
Represent MVHC at relevant conferences, trainings, and funder convenings as appropriate.
