About The Position

Nscale is seeking a senior Government Relations and Stakeholder Engagement Representative to be the primary public-facing representative in the West Virginia state capital, based in Charleston. This role will be responsible for managing Nscale's relationships with key government officials and entities in West Virginia, including the Governor's office, the West Virginia Legislature, the WV Public Service Commission, WVDEP, and Mason County leadership, all in support of the Monarch Compute Campus. The representative will act as a trusted ambassador, building relationships, shaping policy, and ensuring the success of both the Monarch campus and West Virginia through effective engagement with elected officials, regulators, community organizations, and residents.

Requirements

10+ years of experience in government affairs, public policy, economic development, or political/legislative roles — ideally with a meaningful share of that time in West Virginia.
Established relationships across the WV Legislature, executive branch, and key state agencies.
Strong communicator with comfort engaging elected officials, community members, and media.
Demonstrated track record building durable, trust-based relationships with diverse stakeholders — including in communities sceptical of new development.
High integrity and sound political judgement.
Based in or willing to relocate to Charleston, WV; willingness to travel to Mason County and other parts of the state frequently.

Responsibilities

Lead engagement with the Governor's office, executive cabinet, and senior state agency leadership.
Manage Nscale's legislative agenda — monitoring, advocacy, and engagement — in the WV House and Senate.
Build and maintain strong working relationships with the WV PSC, WVDEP, Department of Economic Development, and other relevant agencies.
Serve as Nscale's senior representative to Mason County leadership, the Town of Point Pleasant, and surrounding municipalities.
Partner with the Mason County Economic Development Authority, regional chambers of commerce, and economic development bodies.
Support workforce development partnerships with WV community and technical colleges, WVU, and WorkForce West Virginia.
Lead community engagement around the Monarch campus — town halls, advisory groups, neighbourhood briefings, and direct resident outreach.
Manage Nscale's charitable giving and community benefit commitments in Mason County and the broader region.
Partner with Communications on local media relations and project messaging.
Represent Nscale in relevant trade associations and policy coalitions (energy, data center, AI infrastructure).
Build relationships with peer companies, labor organizations, and infrastructure partners active in West Virginia.
Develop and execute Nscale's WV stakeholder engagement strategy in close partnership with project leadership, Legal, and Communications.
Provide regular reporting and political risk assessments to Nscale executive leadership.
Ensure full compliance with WV lobbying registration, gift, and disclosure rules.
