About The Position

The North Carolina House Majority is seeking qualified candidates to apply for its expanding Oversight and Investigations team. This office serves as the enforcement and improvement mechanism of the North Carolina House of Representatives. When agencies disregard statutes enacted by the legislature, when local governments misuse taxpayer funds, when schools disregard parental rights, or when public institutions refuse to comply with State law, this team brings such failures and defiance to light. The team also actively partners with agencies and outside experts to cut wait times, measure outcomes, and ensure taxpayers see real value from government. The Senior Investigative Analyst serves as a lead practitioner within the House Majority’s Oversight and Investigations team, responsible for driving complex investigations and shaping the team’s analytical and strategic work. This role operates as a mentor for junior analysts and partner for team leadership and legislators. Investigative analysts are the front line of legislative oversight. In this role, you will analyze records, uncover facts, and build the evidence that supports legislative inquiries, oversight hearings, and corrective action by the General Assembly. work directly with Republican members of the House Oversight Committee to prepare for hearings and examinations. directly help develop precise, productive lines of questioning designed to test agency testimony, challenge unsupported claims, and establish a clear public record during oversight proceedings. work closely with the House Majority Leader and his staff, coordinating investigative findings and assisting in the preparation of materials that inform legislative strategy, committee hearings, and accountability efforts.

Requirements

  • Advanced degree in a relevant field
  • Three or more years of experience in investigations, law, public policy, journalism, or a related field.
  • Demonstrated ability to lead complex analytical projects from initial inquiry through final reporting.
  • Strong understanding of legislative process, administrative law, or government operations.
  • Comfortable with AI tools, Excel, and other analytical platforms
  • Ability to mentor others and elevate team performance without formal authority.
  • High level of discretion, judgment, and professionalism in politically sensitive environments.

Responsibilities

  • Lead and mentor other analysts in complex and highly sensitive investigations into State agencies, local governments, school systems, and publicly funded entities.
  • Set standards for excellence by reviewing work product, providing feedback, and modeling strong investigative and analytical practices.
  • Develop investigative strategies, including identifying key lines of inquiry, evidentiary gaps, and legal or policy implications.
  • Design and refine productive lines of questioning for oversight hearings focused on exposing inconsistencies, unsupported claims, or statutory noncompliance.
  • Mentor junior investigators and guide their analyses.
  • Coordinate with leadership offices to align investigative findings with legislative strategy.
  • Actively identify systemic issues and emerging risks that warrant broader legislative scrutiny or formal inquiry.
  • Exercise independent judgment on sensitive matters and help shape the direction of the team’s work.
