About The Position

This is a highly responsible contract management position in the Rural Infrastructure Fund (RIF) program. The incumbent is expected to exercise independent judgment in identification and development of contract and grant management resources, tools, and process improvements for the RIF program. This position serves as a participant for team assignments, special projects; and fosters teamwork.

Responsibilities

  • Plans, facilitates, and assists in the negotiation of agreement changes, amendments, coordinates the development of cost and price analysis, conducts agreement and files post-audits and closeout, completes the agreement checklists, facilitates findings of fact and resolves agreement disputes. Updates tracking systems and maintain agreement logs in accordance with the RIF program and department policy and procedures and ensure compliance with applicable statutory requirements.
  • Develops contracts and grant administration goals and objectives, identifying resources, interpreting statutes and rules, and providing technical assistance.
  • Facilitates the administration of RIF contract and grant agreements. Performs preliminary document reviews, facilitates the establishment and tracking of agreements through the department review and approval process, which includes the coordination of the agreement review and approval from other department offices (General Counsel, Office of Financial Management, Office of Budget Management, and Executive Leadership).
  • Prepares a risk analysis and, if required, a monitoring plan for each assigned sub-grant. The employee monitors the progress of all assigned sub-grants through phone calls and email to representatives of the sub-grant recipients and through on-site visits to the communities. A detailed report is completed following each monitoring visit.
  • Responsible for reviewing and processing all correspondence, payment requests, contract modifications, policies and procedures, procurement documents, and closeout requests to ensure compliance with federal and state requirements.
  • Reviews all sub-grant applications submitted by the local governments within the employee’s assigned area of responsibility and prepares contract award documents.
  • Maintains all files on the contracts from execution to final closeout.
  • Provides technical assistance to local governments and their consultants in the employee’s assigned area.
  • Participates in the development and implementation of training workshops and webinars for local governments and their consultants.
  • Performs other duties as assigned.
