About The Position

This position serves as a contract manager for program/division/county health department, participating in quality improvement activities, providing ongoing monitoring, desk audits, site visits, or technical assistance and reviews for Healthy Start (HS) coalitions and other providers. The role ensures contractual services are rendered according to contract terms before processing invoices for payment. This includes reviewing and documenting deliverables and providing written certification of receipt of goods and services. The position also involves contract drafting, negotiating, processing payments, and attending related trainings, ensuring departmental guidelines and deadlines are met. It serves as a backup for team members to ensure continuity of contract-related activities. The role reviews coalition Service Delivery Plans, Annual Action Plan Updates, Quarterly Progress Reports, sub-contracts, and Memorandums of Agreement within agreed timeframes. It leads contract file organization for the Healthy Start Unit and provides consultation and technical assistance to departmental staff, Healthy Start staff, and partners on the Healthy Start system of care, infant, maternal, and reproductive health services. This includes participation in teaching/training activities to implement Department of Health initiatives. The position collaborates with other divisions and work groups to promote information dissemination and policy alignment with entities like the Department of Children and Families, Children's Medical Services, Economic Self-sufficiency, Medicaid, and the Agency for Health Care Administration. Additionally, it assists with analyzing proposed legislative bills, budget issues, grant applications, and research relevant to maternal and child health. The role also includes completing other assignments, reports, and duties as directed within designated time frames.

Responsibilities

  • Serves as a contract manager, participating in quality improvement activities, providing ongoing monitoring, desk audits, site visits, or technical assistance and reviews for Healthy Start (HS) coalitions and other providers.
  • Ensures that contractual services have been rendered in accordance with the contract terms before processing the invoice for payment.
  • Reviews and documents all deliverables for which payment is requested by vendors, and provides written certification by contract managers of the agency's receipt of goods and services.
  • Participates in contract drafting, negotiating, processing payments, and attending all contract related trainings.
  • Ensures that all departmental guidelines, timeframes, and due dates are met.
  • Serves as a backup and provides support to team members in their absence to ensure all contract related activities continue and deadlines are adhered to.
  • Reviews coalition Service Delivery Plans and Annual Action Plan Updates, Quarterly Progress Reports, sub-contracts, and Memorandums of Agreement within agreed upon timeframes.
  • Serves as lead for contract file content and organization for the Healthy Start Unit.
  • Provides consultation and technical assistance to departmental staff, Healthy Start staff and additional partners as needed, in matters related to the Healthy Start system of care, comprehensive infant, maternal, and reproductive health services and/or other areas as assigned responsibility and as requested.
  • Provides consultation and participation in teaching/training activities to implement Department of Health initiatives at the national, state, and local level.
  • Collaborates with other divisions and work groups to promote dissemination of information, policy issues and work efforts between and among other offices such as the Department of Children and Families, Children's Medical Services, Economic Self­sufficiency, Medicaid and the Agency for Health Care Administration.
  • Assists with analysis of proposed legislative bills, budget issues, grant applications and research relevant to maternal and child health and as assigned.
  • Completes other assignments, reports and duties as directed and within designated time frames.
