About The Position

This is a Government Operations Consultant II position in the Clinical Services program. Work is performed under the supervision of the Medical Executive Director. This position requires independent judgment, initiative, applying general knowledge of business practices and skill in applying instructions to accomplish various job functions. This position is designated as a sensitive position and is required to maintain confidential information in accordance with Florida Department of Health (FDOH) Palm Beach County Health Department (CHD) Information Security Policy, Protocols and Procedures. This position may view, update and release information for Health Management System (HMS), Surveillance Tools & Reporting system (STARS), and Merlin.

Requirements

  • Knowledge of the basic concepts and principles of the physical or natural sciences.
  • Knowledge of the procedures, equipment and materials used in laboratory testing and analysis.

  • Ability to collect, record and analyze laboratory data.

  • All Florida Department of Health positions require the incumbent to be able to learn and communicate effectively, orally and in writing, in English.

Nice To Haves

Responsibilities

  • Serves as the Contract Manager for all clinical diagnostic service agreements and other assigned clinical contracts.
  • Ensures completion of routine and required maintenance for diagnostic and clinical support equipment, such as centrifuges and microscopes.
  • Supports operational management of clinical supply inventory through procurement, ordering, and monitoring processes.
  • Maintains and coordinates require program certifications, including CLIA licensure/waivers, staff packaging and shipping certifications, and other regulatory requirements.
  • Collaborates with program teams to ensure timely entry of point‑of‑care testing results into the Health Management System.
  • Conducts daily reconciliation of diagnostic error reports and resolves identified discrepancies.
  • Oversees diagnostic order workflows, including the review and correction of inactive, duplicate, or inconsistent orders.
  • Serves as the primary liaison with State and commercial diagnostic service providers.
  • Conducts routine review and verification of service charges, including insurance reconciliation when applicable.
  • Works with the finance team to monitor diagnostic service charges, collections, and billing accuracy.
  • Provides staff development and ongoing training related to diagnostic collection and processing requirements.
  • Maintains documentation of staff proficiency and competency in specimen collection, point of care testing, and related skills.
  • Ensures adherence to quality assurance and quality control procedures, maintaining all required operational logs and records (e.g., point of care testing logs, temperature logs).
  • Assists in the development and review of operational processes, procedures, and workflow improvements.
  • Participates in workgroups and committees as assigned.
  • Perform other duties as assigned.
