About The Position

This is a contract manager position that reports to the Title V Nursing Director or designee for the Division of Children’s Medical Services. As a contract manager, this position entails overseeing and managing contracts for the Title V Children and Youth with Special Health Care Needs (CYSHCN) programs, ensuring compliance with administrative, financial, and programmatic requirements.

Requirements

  • Ability to collect and organize data.
  • Ability to access information from computer data systems and websites.
  • Ability to use a computer for word processing, spread sheets and database applications.
  • Ability to understand and apply applicable rules, regulations, policies and procedures relating to operational and management analysis activities.
  • Ability to plan, organize and coordinate work assignments.
  • Ability to communicate effectively.
  • Ability to establish and maintain effective working relationships with others.
  • Vaid Drivers Licenses
  • Currently employed by a Florida agency in the State Personnel System.

Nice To Haves

  • Working knowledge and experience using state contract and financial applications (i.e., Florida Accountability Contract Tracking System (FACTS), Florida Accounting Information Resource (FLAIR), Financial Information System, Department etc.).
  • 2 years of professional experience with contract or grant management, procurement, auditing invoices for contracted vendors or service providers.
  • Currently a Florida Certified Contract Manager

Responsibilities

  • Serve as a contract manager for assigned Title V CYSCHN programs and initiatives.
  • Coordinates and conducts monitoring reviews to determine compliance with administrative, financial, and programmatic management requirements.
  • Prepares reports and makes recommendations as necessary to correct identified deficiencies and improve operations and service delivery.
  • Monitors contract providers' performance pertaining to assigned contract management responsibilities.
  • Provides programmatic oversight and consultation in all contract areas including, but not limited to, contract negotiations, oversight, and reporting.
  • Assists in budget-related activities for assigned contracts.
  • Provides technical assistance related to contract implementation and coordination issues pertaining to contract management.
  • Conduct performance improvement activities and reviews of the Title V CYSCHN programs. Including but not limited to annual on-site/or desk audits.
  • Analyze quarterly reports submitted by CMS staff or providers, conduct on-site reviews for performance improvement; analyze data to develop an annual report; and maintain oversight of performance measures, goals, and outcomes for assigned program or grants.
  • Collects data related to key program performance indicators.
  • Facilitates statewide initiatives, working with internal and external stakeholders to improve access and quality of healthcare for children and youth with special healthcare needs.
