About The Position

This position is responsible for professional work within the Local Operations Unit of the Bureau of WIC Program Services.  The work requires a high degree of initiative, independent decision making, judgment, accuracy and understanding of program operations. This position is 100% supported by the federal Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) grant.

Requirements

  • Knowledge of:  quality improvement principles and techniques; the principles of public health administration, planning and regulation; the methods of data collection and analysis; problem solving techniques; correct spelling, grammar and punctuation; and WIC Program regulations and policies.
  • Skill in:  the use of standard software programs; public speaking and communicating technical information at appropriate levels to different audiences.
  • Ability to:  understand and apply applicable rules, regulations, policies, and procedures;  think critically;  compile, organize, analyze and evaluate data;  organize data into logical format for presentations, reports, and documents; develop reports, manuals, policies and procedures;  review data for accuracy and completeness; develop objectives, strategies, plans and effectively implement; review and evaluate plans, processes and programs to identify improvements and adjustments needed to ensure program effectiveness and efficiency; implement corrective actions and evaluate the results; present negative findings in an effective manner; conduct basic research; utilize problem solving techniques;  provide consultation and expert advice; plan, organize, prioritize and coordinate work assignments to ensure timely completion of quality, accurate work products; communicate effectively, verbally and in writing;  establish and maintain effective working relationships; and work independently.
  • Must be willing to physically come into the office to perform the duties & responsibilities of this position.
  • All Florida Department of Health positions require the incumbent to be able to learn and communicate effectively, orally and in writing, in English.

Nice To Haves

  • Experience in program planning, policy development, program implementation, and/or program evaluation is preferred.
  • Experience in monitoring for compliance with programmatic rules and regulations is preferred.
  • Knowledge and experience with WIC or similar public health or public assistance programs is also preferred.

Responsibilities

  • Evaluates local WIC operations through on-site and desk top compliance monitoring.
  • Provides technical assistance, training, and guidance to local WIC agencies regarding program and administrative policies and procedures through staff training, on-site visits, correspondence, or via the telephone.
  • Evaluates the results of the self-review process and provides technical assistance to improve local methodologies.
  • Develops, revises, and/or reviews policies, procedures, and programmatic/monitoring materials to ensure compliance with federal and state requirements and to improve program operations.
  • Assists in evaluating and identifying ongoing training needs throughout the organization.
  • Interprets and applies complex laws, rules and policies, and assists in the annual update of the state procedure manual and state plan.
  • Contributes to the workflow of various requests and integrates the Department of Health Communication’s brand and content standards into reports, memos, and other materials to ensure consistent messaging, formatting, and readability.
  • Provides daily scheduled phone coverage for the local operations unit and acts as back up for reception as needed.
  • Maintains and improves professional knowledge and skills through participation in staff meetings, twice monthly local agency calls and other staff development activities.
  • Performs other related duties and responsibilities as required.
