Government Operations Consultant II - 37020429 State of Florida Department of Environmental Protection Beach Management Funding Assistance INTERNAL AGENCY ONLY This position is located in Tallahassee, FL Position Overview and Responsibilities: In carrying out the duties of this position, the incumbent is expected at all times to be aware of and abide by the Department’s Standards of Conduct, as well as any and all departmental and/or work unit rules, directives, policies, procedures, and/or general orders applicable to performing the duties of this position Analyzes and oversees the financial information in disbursement/payment requests for Beach Management Funding Assistance Program, including reviewing requests for mathematical accuracy, proper documentation of costs, compliance with program and regulations and agreements, preparing disbursement/payment authorization forms, and maintaining account ledger of disbursement payments for individual grant projects. Analyze, prepare, and compile data for legislative budget requests and long-range program plans for the Local Government Funding Request, Long Range Budget Plan, and Financial Summary Report, submitted to the Governor and Legislature annually for funding consideration and to comply with statutory requirements. Assists with oversight and analysis of grant and loan monitoring by preparing and reconciling daily Flair reports.  This includes reconciling mathematical accuracy, proper coding of amounts and posting to the program databases.  Use database and spreadsheet software to complete reconciliations.  Assist in the oversight and analysis of variances in reporting and monitors revisions to data.  Efforts include grant initiation review and financial reconciliation. Consult with federal, state, and local officials on matters applicable to the program.  Provide technical assistance, consultative services and direction for development, implementation, and evaluation in public agencies and local governments with regard to grant funds.  Conduct on-site observation to ascertain unit functions, work performed, methods, and personnel used.  Counsel project sponsor representatives and their consultants on program issues; advises them on program rules and policies.  Prepare correspondence and memoranda; provide policy and program administration recommendations; prepare documentation for official project files.  Assists in maintaining various section databases. Review programs, services, forms, reports, and confers with management and users to identify problems and improvements.  Coordinate with the Department of Environmental Protection, Finances & Accounting, and the Department of Financial Services to create paperless processing of disbursements and other accounting reports. Consolidate Form 4 spreadsheets and disbursement forms for seamless processing of billings.  Also prepares manuals and trains workers in use of new forms, reports, and procedures, according to organizational policy. Performs other duties as assigned.

Requirements

  • Knowledge of basic management principles and practices.
  • Knowledge of the methods of data collection and analysis.
  • Ability to review and monitor policies and procedures for compliance with applicable requirements.
  • Ability to evaluate and analyze data relating to grants management activities.
  • Ability to understand and apply applicable rules, regulations, policies, and procedures relating to grants management activities.
  • Ability to utilize problem-solving techniques.
  • Ability to work independently.
  • Ability to plan, organize and coordinate work assignments.
  • Ability to use State’s contract/grant management systems (FACTS and SharePoint).
  • Ability to create and update FACTS workbooks for submittal
  • Ability to communicate effectively.
  • Ability to establish and maintain effective working relationships with others.
  • Knowledge of and proficient use of computer applications to include Microsoft Word, Teams, Excel spreadsheets and Adobe Acrobat.
  • Knowledge of the concepts, principles, and practices of contract/grant management, invoice review, processing and submittal.
  • At least four years of verifiable experience. Post-secondary degrees from an accredited college or university may be used as an alternative for the required four years of experience on a year-for-year basis.
  • A valid driver license.
