About The Position

This position serves as the Statewide Adult Learning and Literacy Consultant within the Department of State, Division of Library and Information Services, Bureau of Library Development. The role provides statewide leadership for adult learning, literacy, and English as a Second Language (ESOL) initiatives, designing and delivering professional development, developing resources, conducting needs assessments, and leading outreach efforts. The consultant also provides technical assistance to library staff, administrators, and boards, assists with grant monitoring, and collaborates within the Bureau and Division on various activities. Additionally, the position supports the Bureau's learning management system (LMS) for adult learners.

Requirements

  • Six years of direct professional experience or a master's degree from an accredited college or university.
  • Demonstrated experience developing, organizing and conducting face-to-face and online professional development activities.
  • Experience in grant administration, project management or service project implementation.
  • Experience developing and implementing projects and programs for adults, seniors or special populations.
  • Knowledge of adult learning theory, literacy practices, General Education Development (GED) or English as a Second Language (ESOL) instruction.
  • Experience in modern productivity suites (e.g., Microsoft Office, Google Workspace) and collaborative cloud-based tools, including word processing, spreadsheet management, team communication platforms, document management and video conferencing.

Nice To Haves

  • Master’s degree in Library and Information Science or a master’s degree in adult education, literacy education, Teaching English to Speakers of Other Languages (TESOL), applied linguistics, instructional design, curriculum and instruction or a related field that supports adult learning and literacy from an accredited institution.

Responsibilities

  • Provides statewide leadership for adult learning, literacy and English as a Second Language (ESOL) initiatives that strengthen library services for adult learners across Florida.
  • Designs and delivers professional development opportunities including live training sessions, virtual workshops, webinars, hybrid learning and course series that support 21st‑century literacies such as digital, civic, financial, health and workforce skills.
  • Develops best practice resources, toolkits and instructional materials that support library staff in planning and implementing adult learning programs.
  • Conducts needs assessments, identifies trends and provides strategic guidance to improve adult learning services.
  • Monitors emerging trends and competencies across adult learning, literacy and ESOL to ensure program relevance and effectiveness.
  • Leads community and state agency outreach with partners that support adult learning, literacy, accessibility and lifelong learning including statewide library networks, adult education associations, literacy coalitions and national communities of practice to strengthen statewide capacity.
  • Provides consulting and technical assistance to library staff, administrators and boards to strengthen adult learning, literacy and ESOL services statewide.
  • Responds to inquiries within established timeframes and offers tailored solutions and follow-up support.
  • Advises on program development, community partnerships and service models that support adult learners.
  • Coordinates with community and state agency partners that support adult learning, literacy, and accessibility to ensure consistent guidance and resource sharing.
  • Monitors emerging trends and professional development best practices to ensure program relevance and effectiveness.
  • Assists with grant monitoring and reporting for adult learning initiatives.
  • Prepares reports, presentations and guidance documents that support statewide program goals.
  • Maintains program webpages, listservs and communication channels to ensure timely distribution of information.
  • Assists the contract manager with the Bureau of Library Development’s learning management system (LMS) for adult learners.
  • Supports daily operations including content curation, course structuring, user enrollment and enhancements to the learner experience.
  • Provides frontline technical support to users regarding LMS navigation, access and training completion.
  • Monitors emerging trends in online learning, instructional design and professional development to ensure LMS relevance and effectiveness.
  • Ensures all educational content meets accessibility and compliance requirements.
  • Works in a team environment in the Bureau of Library Development to plan and implement Bureau and Division activities, including continuing education opportunities, outreach, publications, surveys, grant administration and other priorities.
  • Performs other related duties as required.
  • Ensures that usage of the State Purchasing Card (P-Card) conforms to all state and departmental rules and procedures.
