About The Position

This position reports to the Assistant Bureau Chief in the Special Contracts Section of the DVR Bureau of Vendor and Contracted Services. This is a highly responsible professional position requiring the incumbent to act as contract manager over complex direct service contracts and grants. The Vocational Rehabilitation (VR) is a federal-state program that helps people who have physical or mental disabilities get or keep a job. Requirements

  • High School Diploma
  • At least three (3) years of professional experience in contract management, procurement, grants management, fiscal monitoring, program administration, project management, business administration, public administration.
  • OR A bachelor's degree from an accredited college or university in Business Administration, Public Administration, Finance, Accounting, Contract Management, Legal Studies, or a related field and one (1) year of professional experience in contract management, procurement, grants management, program administration, or a related field.
  • Experience reviewing, monitoring, or administering contracts, grants, agreements, budgets, invoices, or procurement related activities.
  • Experience using Microsoft Office applications, including Excel, Word, and Outlook.

Responsibilities

  • Determining appropriate method of procurement; determining appropriate method of payment; and contractor/provider selection
  • Drafting contract documents, including scopes of work; deliverable tables; financial consequences; amendments; renewals; and extensions
  • Negotiating cost and terms & conditions of both competitively procured and non-competitively procured contracts
  • Assists in the preparation of budget amendments, revisions, and funding reallocations as needed
  • Reviewing proposed budgets and performing price and/or cost analyses, as appropriate
  • Conducting risk assessment and preparing monitoring plans accordingly
  • Securing all required reviews and signatures for execution
  • Enforcing performance of contract terms and conditions and serving as a liaison with the contractor
  • Interprets and applies federal regulations, Florida Statutes, administrative rules, and agency policies related to procurement and contract administration
  • Evaluating vendor performance and informing management of issues with service delivery
  • Review and approval of deliverables and processing of invoices
  • Maintaining complete, comprehensive, current, and well organized contract records
  • Providing technical assistance and training to provider/contractor
  • Ongoing and scheduled monitoring, including both desk-top and on-site activities
  • Development and enforcement of corrective action plans, as deemed necessary
  • Evaluating contract effectiveness and recommending improvements to the ensure optimum service delivery
  • Preparing close-out reports upon contract termination identifying the results of contracted objectives and performance
  • Monitoring and tracking of the various contracts’ funding and monthly/quarterly invoice submissions
  • Providing one-on-one technical assistance and guidance to contract providers
  • Collaborating with the Bureau of Field Services program subject matter experts and providing guidance to assist in fostering positive outcomes to individuals with disabilities
  • Identifies potential contractual, fiscal, and operational risks and develops mitigation strategies
  • Identifies trends, inefficiencies, and service delivery issues and recommends improvements
  • Coordinates with legal, procurement, fiscal, and program staff to resolve contract-related issues
  • Conducts detailed budget and cost analyses to ensure expenditures are reasonable, allowable, and properly supported
  • Assists with special projects related to contract development, monitoring, and program operations
  • Reviews and recommends improvements to contract templates, workflows, and internal procedures
  • Preparing and conducting training/presentations as assigned
  • Serving as mentor for incoming contract managers and assist with cross-training within the CAMs Unit
  • Assisting with special projects, such as home/building modifications in excess of the $35,000.00 threshold
  • Understanding of federal and statutory requirements related to fiscal monitoring, contractual language for vendors and service providers of Vocational Rehabilitation
  • Performing contract and/or program related research, preparing reports, and presenting to management, as appropriate
  • Travel may be required to complete assigned duties
  • Performs other duties, as assigned
