This is a highly responsible professional position as the budget coordinator in the Bureau of Family Health Services, Division of Community Health Promotion. This position reports to the Violence and Injury Prevention Section (VIPS) Administrator and supports both the VIPS and the Adolescent & Reproductive Health Section (ARHS) Family Planning (FP) programs. Duties include, but are not limited to, the following: Responsible for developing, tracking and reporting for the VIPS and ARHS/FP budgets, by funding source, category, and state/federal fiscal year. Coordinates the development and implementation of methodologies for allocating VIPS and ARHS/FP funds. Allocates budget authority for the Annual Operating Budget. Prepares and disseminates budget information as appropriate. Develops requests for budget amendments to optimally utilize VIPS and ARHS/FP funds. Serves as a federal grants manager for both section’s federal grants. Responsibilities include preparation, writing, and routing the federal grant applications and annual reports, particularly the Notice of Intent to Apply (NOI), and budget narrative, budget justification, and development of required forms such as SF424A. Enters grant applications into the appropriate retrieval system, such as Grants.Gov or CDC Portal. Assists in the preparation and writing of the federal grant applications and annual reports. Tracks all VIPS and ARHS/FP allocations and expenditures. Conducts analyses of surplus/deficit expenditures to ensure appropriate utilization and timely spending. Provides updates to monthly spending plans, discusses plans with VIPS and ARHS Section Administrators and FP Program Administrator, and coordinates with Bureau and Division Budget Coordinators for necessary adjustments and corrections. Reviews monthly reconciliation reports from Office of Budget and Revenue Management. Provides justification for quarterly expenditures in the Payment Management system. In coordination with the FP Program Administrator, FP data staff, and the ARHS Section Administrator, develops or assists with the development of the Family Planning Annual Report (FPAR) data compilation and submission. Provides technical assistance to program and county health department staff on fiscal issues, to ensure compliance with state and federal program laws, rules and regulations, and guidelines, escalating issues as needed to the bureau and division budget coordinators. Contributes as directed to contracts, legislative proposals, legislative bill analyses, and administrative rules. Provides input into the development of plans for the allocation and expenditures of program funds. Performs other related duties as required.
