About The Position

The Government Import Contract Specialist supports GE Aerospace Defense & Systems by preparing and submitting Duty Free Entry Entitlement requests and coordinating Duty Free Certificates in the Procurement Integrated Enterprise Environment (PIEE) for U.S. DoD contracts. This role is highly process-oriented and collaborative, working across Sourcing, Transportation/Logistics, and Contracts to align foreign-sourced supplies to prime contracts and secure duty-free treatment per the DFARS. A successful candidate for this role will be highly process-oriented and detail-focused, with the ability to manage complex, multi-step import and contract activities with accuracy and consistency. They will be a strong cross-functional communicator, able to work effectively with external government agencies and suppliers as well as internal contracts, sourcing, operations, and logistics teams to keep entitlements and certificates moving forward. The ideal candidate will also be flexible and adaptable, able to manage changing priorities and multiple entitlements at the same time while maintaining strong organization and responsiveness. Above all, they will be results-driven, with a strong sense of ownership and follow-through to ensure timely approvals, complete documentation, and effective closeout of all required activities.

Requirements

  • Bachelor’s Degree from an accredited college or university (or a high school diploma/GED with a minimum of 4 years contracts/sourcing & supplier experience)
  • Minimum of 3 additional years Sourcing, Logistics, Suppliers and/or Contracts in a manufacturing or aerospace setting experience; GE Leadership Program Graduate in lieu of experience is permitted

Nice To Haves

  • Hands-on experience collaborating with Sourcing, Logistics, and Contracts in a manufacturing or aerospace setting
  • Prior PIEE DFE experience (Entitlement creation, broker linking, ACO/DCMA interactions) with understanding of lead times and sequencing
  • Proficiency with web-based government systems (PIEE) and internal ERP/PLM/reporting tools (e.g., CMS/IMPACT/SFDC references as inputs)
  • Demonstrated data accuracy and attention to detail in multi-field government portal submissions (approx. 46 data elements per request)
  • Strong process orientation with the ability to follow defined workflows, SLAs, and standard work across multiple stakeholders
  • Experience in Defense or U.S. Government contracting environments; familiarity with DFARS/FAR provisions applicable to import compliance (e.g., DFARS 252.225-7013, FAR 52.225-8)
  • Knowledge of import compliance, customs brokerage coordination, HTS classification for DFE (9808.00.30), and shipping document requirements
  • Experience preparing supplier instructions and coaching suppliers on invoice statements and packaging/marking standards for DFE
  • Strong project management and FLIGHT DECK capability, with the ability to establish standard work, manage cross-functional action plans, track milestones and lead times, drive daily management and problem solving, and coordinate stakeholders to ensure on-time, compliant execution of Duty Free Entry entitlement and certificate processes.

Responsibilities

  • Confirm inclusion of DFARS 252.225-7013 in prime contracts; coordinate with Contracts to request modifications if needed
  • Identify eligible foreign supplies by product line and align part numbers (P/Ns) to the correct prime contract number using CMS/IMPACT/SFDC reports in partnership with Sourcing and Digital/DT teams
  • Register for and maintain appropriate PIEE access (Vendor role; DFE application), coordinating with the GE Admin approver
  • Create DFE “Entitlement” records in PIEE, accurately entering approximately 46 data points per prime contract request (contract data, supplier details, NSN/part numbers, broker contact, etc.)
  • Link the designated customs broker to the entitlement and coordinate tokenized broker access as required by DCMA
  • Submit entitlements for ACO verification and track approvals against stated lead times; support the broker’s creation of Duty Free Certificate requests in PIEE
  • Coordinate with DCMA Customs for certificate issuance within required timeframes; ensure shipments are covered within six months of shipment date
  • Provide suppliers with required DFE invoice notifications and exterior package markings; verify inclusion on commercial invoices and bills of lading
  • Ensure suppliers use the correct HTS subheading for DFE (HTS 9808.00.30xx) aligned to emergency war material purchased abroad under applicable contracts
  • Support standard work for certificate reconciliation, compliance monitoring, and finance reconciliation when any portion is dutiable
  • Maintain organized records of entitlements, certificates, and supporting documentation to enable audits and metrics tracking
